Job Description
Virginia Peninsula Community College (VPCC) changes lives, empowers students to succeed, and enhances the social and economic vitality of the region through high-quality education and workforce training, excellent service, and innovative partnerships. Strategic Planning – Provides direction and leadership in setting the strategic vision, direction, and priorities for technology in the Virginia Community College System (VCCS) enterprise. Assists with planning of the VCCS technology infrastructure and ensuring compliance with the Commonwealth’s planning requirements.

The Associate Vice President for Technology Services operates as the Chief Information Officer and provides senior leadership for VPCC. The role of the AVP for Technology Services is to align technology vision with business strategy by integrating business processes with the appropriate technologies. This position is responsible for local day-to-day technology operations, related technology infrastructure, information services, and security. This individual maintainsexisting college systems while providing direction in all technology-related issues supporting information operations and the VPCC mission. This position is expected to exemplify the principles detailed in the College’s Culture of Care framework, actively contributing to a supportive and thriving environment for our students, staff, and broader community.
Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications | Four-year degree in Information Systems, Computer Science, or related field, or a four-year degree with a minor in information systems or computer science or equivalent work experience. Master’s or PhD. degree.
Experience:
● 8+ years of IT and business/industry work experience.
● 5+ years of leadership/management/supervisory experience in managing multiple, small to medium, cross-functional teams or projects and influencing senior-level management and key stakeholders.
● Proven track record motivating highly skilled technical staff to work together as a team and accomplish complicated tasks.Comprehensive knowledge:
● An understanding of and management capability related to the effective planning, development, and implementation of a highly technical and complex information technology infrastructure.
Considerable knowledge:
● 5+ years experience managing and/or directing technological operations.
● 5+ years experience working in the higher education industry.
● Experience in strategic technology planning, execution, and policy development.
● Excellent knowledge of technology environments, including telecommunications, networks, programming, media, and desktops.
● Solid understanding of industry-standard security laws/governance, practices, procedures, and tools.
● Solid understanding of computer systems characteristics, features, and integration capabilities.
● Extensive knowledge of data processing, hardware platforms, enterprise software applications, and outsourced systems, including but not limited to Oracle-PeopleSoft ERPs.
● Technical experience with systems networking, databases, web development, and user support.
● Exposure to business theory, business processes, management, budgeting, and business office operations.
● Excellent understanding of project management principles.
● Proven experience in planning, organization, and development.
● Superior understanding of the organization’s goals and objectives.
● Demonstrated ability to apply technology solutions to business problems.
● In-depth knowledge of applicable laws and regulations related to technology issues.
Working knowledge:
● Higher education business functions, specifically community colleges.
● Procurement systems in Virginia (eVa).
● Higher Education Equipment Trust Fund (ETF), from the State Council on Higher Education of VA (SCHEV)
● HR, Budget and fiscal systems, and Student Information Systems (Oracle-PeopleSoft).
● Server Technologies (Virtualization, converged infrastructure, IaaS, and Cloud).
● Networking, DNS, IP.
● ERP Applications – Finance, HR, LMS, Student, etc.
● Understanding of Virginia’s governmental and reporting requirements (IT related) or similar.
Some Knowledge:
● Global Directory Services.
● Network Security (Firewalls, etc.).
● Voice over IP.
● Virtual Private Networks (VPNs).
