Scope of Job
Oversees all facets of Human Resources for the Division of Health Affairs (DOHA) by leading independently various HR-related matters for both Executive, Faculty, Physician and Staff, including recruitment, performance management, HR policies, employee relations, progressive discipline, training, strategic planning, and organizational development.
Description of Duties
  • Participates as a member of the senior executive leadership team and provides leadership and guidance, as appropriate, to school-wide programs and projects. Promotes global awareness of issues facing the Division of Health Affairs and determines how the human resources function may be best utilized to address those issues.
  • Serves as part of the institutional HR leadership team, working in partnership to develop, enforce and communicate any relevant HR matters or policy updates.
  • Provides leadership and guidance to a team that advises and supports division management, team leadership, supervisors, and employees in handling personnel issues, including corrective action processes. Establishes and executes process/access for the Division’s schools needing employee performance management assistance.
  • Provides leadership and consultation on complex employment situations for appointment processes for faculty and staff during the career lifecycle (to include but not limited to recruitment, retention, annual appraisals, performance management, faculty contracts, evaluation of faculty compensation and salary equity matters).
  • Oversees and manages Health Affair’s employee separation process in coordination with employee relations, as needed. In partnership with DOHA executive team and administration, oversees and establishes the recruitment strategy and plan for faculty, physician, executive and staff hires, while providing regular updates to the Division and school leadership teams. Directs the recruitment process from initial contact to execution of the completed search, including any interaction with search firms on behalf of DOHA.
  • Serves as the HR lead in establishing a positive culture across the enterprise tied to the DOHA mission of transforming health in the region. Partners with operational leads to optimize and improve workplace culture across our sites and systems.
  • Establishes strong working relationship with the school’s r leaders, serving as their administrative point of contact for all applicable HR matters.
  • In partnership with UTHRGV leadership, develops and executes strategies and projects to consistently improve the recruitment and retention of clinical staff.
  • Oversees all invoices and funds spent on external recruitment resources, including job postings, ad placements, third party placement fees, etc. Analyzes effectiveness of advertising and resources used. Analyzes recruitment metrics.
  • Establishes and oversees a team that provides expert level consultation, guidance, and direction in talent management strategies to all schools within DOHA and UT Health RGV.
  • Develops short and mid-range plans, conceptual designs, budget requirements and documentation for assigned area.
  • Manages all aspects ranging from job description development to final hire for faculty, professional and classified staff.
  • Works pro-actively to ensure all UTRGV policies and procedures are adhered to at all times.
  • Directs effective communication regarding FMLA, LWOP, W/C and possible A.D.A. interrelations and coordinates needed actions with respective subject matter experts.
  • Supports A.D.A. reasonable accommodation requests in coordination with the A.D.A. Coordinator.
  • Develops, and provides training and presentations to the Division’s faculty, staff, and executive search committees regarding HR related matters.
  • Serves as institutional representative during assigned unemployment claims, in responding and coordinating appeal hearings and processes.
  • Serves as the HR representative on any applicable LCME institutional committee, the Equal Opportunity Liaison for the Division’s faculty search committee or any other committee as needed.
  • Represents the Division on university committees discussing human resource matters at the direction of the VP of HR. Leads the Division’s annual staff appraisal process and provides guidance regarding developmental plans as needed.
  • Acts as liaison with central HR offices.
  • Performs other duties as assigned.

Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and weekend work is required. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.
