The University of South Carolina Beaufort (USCB) is seeking an experienced and visionary Assistant Director for Engineering, Maintenance, and Projects to lead facilities operations, energy systems, and capital projects across our vibrant and growing campuses. Reporting to the Director of Facilities Services, this position provides engineering and technical leadership for utilities generation, acquisition, and distribution systems, while overseeing maintenance and construction across three campuses with 30 buildings and more than 750,000 gross square feet of space. This is more than a facilities role—it’s an opportunity to shape the future of USCB’s physical environment and support the success of our students, faculty, and staff.

Key Responsibilities:Lead, plan, and administer the Maintenance Services unit to ensure reliable operations of buildings, systems, and infrastructure. Direct the design and construction of all major and minor capital projects, ensuring compliance with South Carolina building codes, fire codes, ADA regulations, and industry standards. Oversee the university’s energy program and develop design philosophies for power distribution, mechanical systems, lighting, finishes, fire systems, and more. Serve as Campus Engineer and liaison with the Office of the State Engineer to ensure code and regulatory compliance. Evaluate building systems and implement strategies that balance performance, sustainability, cost, and long-term maintenance. Represent Facilities Services with professionalism while working with university leadership, external agencies, and contractors.

Proven experience managing large-scale maintenance, construction, and engineering projects. Strong knowledge of construction concepts, building codes, safety standards, and space planning.  Job Duties 
Job Duty  | Serve as the Campus Engineer for the University.

Oversee the USCB energy program, work closely with the Facilities Services Management in this capacity.

Develop design philosophy relating to electrical power distribution, mechanical systems (central energy generation/distribution versus standalone systems), chillers versus direct expansion cooling and boilers for heat/hot water or some other system.

Evaluate roofing systems to assure longevity, outdoor/interior lighting, windows types, floor coverings (carpet, hard/soft tile, etc.), interior finishes (including cleaning and maintenance considerations), access control, types of locks/keying system, fire alarm/detection and suppression systems, etc.

Develop and implement administrative and technical control processes to ensure the reliable operation of building systems, infrastructure, highly specialized equipment, and associated building elements.

Serve as liaison with the Office of the State Engineer to ensure compliance with OSE requirements and state codes.

Ensures the effective utilization of the computerized maintenance-management software (CMMS).

Identifies, develops, and implements mechanical/electrical maintenance operations, and repair standards/programs to prevent, control, and abate the deterioration of HVAC, mechanical, electrical, and electronic components of USCB building systems/elements.

Coordinates, interacts, and supports other Facilities Services departments in the development and execution of identified, scheduled maintenance and repair activities for Campus’ buildings and building systems/elements.

Develops and documents or prepares the job requirements for work to be completed via contracted services. Interacts with contractors, customers and University Purchasing staff to coordinate, schedule, inspect, document, and complete contractor work activities, including the associated paperwork.

Initiates and execute various personnel actions as appropriate for staff including annual performance evaluations, corrective discipline cases, personnel actions, skills development, counseling, and training.

Collects, collates, and provides budget input for the Engineering, Maintenance and Projects Department’s annual budget. Manages, controls, and executes the Group’s portion of the Department budget.

Interacts, coordinates, and cooperates with Campus counterparts, State Inspectors, and Town Officials, typically including design consultants, inspectors and other staffs in support of academic programs, administrative policies, construction/repair programs, and Facilities Services’ activities.

Performs a wide variety of technical and administrative activities to support, promote, and execute Campus maintenance/repairs programs other related administrative and technical duties as necessary.

Establish operating budgets relative to maintenance activities; monitor and manage expenditures to ensure that they remain within prescribed limits.

Develop and communicate strategic and tactical staffing level plans.

Manage and direct the facility condition assessment system to justify and facilitate a prioritized allocation of university deferred maintenance funds.

Perform cost-benefit analysis for maintenance issues to ensure best use of available resources.

Develop a quality control program to constantly improve DCS processes and project delivery methods. Facilitate development of design and project/construction management processes that ensure that projects are completed on time, on budget, and in accordance with building codes and other regulations, and industry best practice.

Develop and communicate the strategic vision for the Design and Construction Services Department.Reviews bid and contract documents, inspects buildings under construction and approves payment for work completed. Monitor project costs and budgets. Perform/Participate in formal inspections of the work. Evaluate change order requests.
