Job Description Summary The
AVP for Employee Relations and Technology is a key campus leader who advances EOU’s people and technology strategies.
The AVP leads the
HR Department to deliver comprehensive services including employee and labor relations, recruitment, employee benefits, performance management, training and professional development, and compliance advocacy across a wide array of government employment related regulations. As the chief negotiator for faculty relations, the AVP represents the university with credibility and fairness while ensuring compliance with collective bargaining agreements, state and federal law, and institutional policy. Responsibilities include receiving and investigating complaints/grievances of alleged violation of numerous federal and state statutes and regulations, collective bargaining agreements, and EOU policies. Position administers EOU collective bargaining contracts.
The AVP provides executive-level oversight of the
Technology Department ensuring technology strategy and investments align with EOU’s mission and operations objectives that include digital transformation, cybersecurity, enterprise systems, and IT governance — all critical to enhancing teaching, learning, research, and administrative efficiency and efficacy.

Responsibilities Human ResourcesIncumbent actively manages all human resources related policies and operations, and partners closely with all management personnel to provide strategic response to the demands of the hiring and managing qualified faculty, staff and adjunct employee workforces. Incumbent envisions broadly and strategically about University’s employee resources and the related procedures, policies, systems and activities that enable achieving mission and goals. Manage the Department of Human Resources necessary to satisfy constituent expectations in the full array of human resources services and systems. Develop and implement the HR Department’s annual plan including policy and program outcomes, fiscal obligations, employee and organizational development, employee relations, labor relations, regulatory compliance, and existing and new program development. Ensure the integrity of all employment related outcomes for the University’s workforces. Incumbent acts as an executive, manager, supervisor, mentor, and facilitator for the organization as a whole. Position demands both big-picture and attention to detail organizational outlooks concerning the implementation of strategy, process, and structures necessary to move employment satisfaction vision to reality.
TechnologyIncumbent oversees the effectiveness and efficiencies of the Technology Department with particular focus on project management, staff productivity, and information system technology and innovation.
Incumbent supervises the CIO as a key contributor to formulating and achieving organizational goals in the storage, transmittal, and analysis of electronic information across the university, ensuring high-quality day-to-day IT Help Desk operations, and managing a team of specialists, managing capital and developing investment plans, providing campus leadership for IT security, and ensuring effective delivery of IT security services.
Incumbent is responsible for: Positive IS Department morale, teamwork and professional competencies. Integrity of financial authority as approved by the VPF&A to obligate and disburse funds, negotiate and sign off on leases, contracts, and interagency agreements including participation in finalizing departmental budgets, and ongoing financial monitoring as outlined in the university’s policies. Competent leadership, direction, and guidance in assessing and evaluating information security risks including monitoring and ensuring compliance with security standards and appropriate policies. Proper establishment and implementation of standards and procedures for vulnerability assessments of campus technologies and enacting action plans to remove vulnerabilities. Effective disaster recovery and business continuity processes and procedures.
Minimum Qualifications |
Education Master’s in business, business administration, human resources, computer science and/or technology related disciplines
Professional Experience Five (5) or more years in all of the following HR competencies: Demonstration of the highest ethical standards, leadership ability, and excellent interpersonal and writing communication skills. Increasingly responsible human resources administrative and supervisory experience demonstrating administrative (including technical writing skills), program, legal, policy, procedure, and managerial expertise in human resources management. Demonstrated in-depth knowledge of employment law, labor relations, and organizational effectiveness methods and frameworks. Advanced labor relations contract administration and bargaining skills.
Five (5) or more years in all of the following Technology competencies: Directing, coordinating, and implementing comprehensive IT organizational operations, strategic planning, training, and technology management (information management). Leading senior IT personnel and a large staff of technical professionals towards high-quality efficiency with ever-changing priorities and goals based on the changing goals of the university. Setting objectives and strategies for an IS department including strategic vision, selecting and implementing suitable technology, and optimizing business operations based on the strategic plan and mission of the university Designing and customizing technological systems and platforms to improve user experience. Monitoring of critical technology systems. Includes monitoring and managing essential IT services and the staff supporting those services. Ensuring campus technology communications and networks security. Projecting planning in areas of business and technology operations. Managing support of critical services and disaster recovery operations.
Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment. Preferred Qualifications | Certified in Project Management, Cyber Security. Professional HR certification. Experience in higher education and/or unionized environments. Direct responsibility as chief spokesperson in faculty negotiations. Familiarity with enterprise systems (e.g., Banner) and instructional technologies.

Salary | $123,000 to $135,000 per annum DOQ
