General Information:
James Madison University Facilities Management Department is seeking a Capital Outlay Program Manager. This position supports all University facilities by planning, coordinating, providing, managing, and supervising architectural/engineering services for new construction, renovation, and major maintenance projects.
 
Duties and Responsibilities:
Serves as the responsible party to develop and manage major capital outlay programs and projects
•Manages the planning/design of assigned projects, including project investigation, space need programming, capital project documentation, procedures compliance, budget development & management, schedule development and tracking, management of consultants, interface with facility users, and other functions
•Administers projects to ensure compliance with building and life safety codes
•Monitors and manages assigned projects on schedule and within budget

Serves as facilitator and problem solver, communicating and coordinating program and project issues throughout major capital programs and projects
•Develop and maintain effective interpersonal relationships
•Attend all required meetings and visit all assigned project sites periodically as appropriate for project scope and progress.
•Meet with clients at least twice each month

Successfully manages the construction and closeout activities of major capital outlay programs and projects.
•Maintains the project within budget and schedule throughout the construction phase
•Manages the initiation and execution of multiple concurrent contracts in the construction phase of each project.

Provides administration of the internal and external review of design and construction documents during major capital programs and projects
•Ensures that reviews are made in a timely manner by all applicable University, state, and local entities
•Initiates and manages responses, revisions, and corrections by the A/E to all review comments.

Serves as the contact and control point for assigned projects and as liaison between the Director of Facilities Planning & Construction and the project.

Employee may be required to temporarily work another shift based on business needs.

 
Qualifications:
Required:
-Project management experience on large complex projects
-Extensive knowledge of building and infrastructure design and construction, including all types of major building construction
-Ability to manage multiple concurrent major projects with respect to technical, professional, and fiscal issues
-Skills in conflict resolution & negotiation
-Ability to quickly become proficient in Division of Engineering and Buildings processes and policies.
