Job Description
Job Profile Summary:
The Learning Resource Consumption Manager will oversee and lead the strategic planning, budgeting, and forecasting processes related to learning resources (LRs) at the University. This position will be responsible for reducing variance month over month, improving control and awareness of LR consumption, cost tracking, and invoicing. The Manager will collaborate with cross-functional teams to optimize resource utilization, monitor edition and/or lifecycle updates from vendors, and ensure adherence to budgetary constraints.

Location: This position requires you to work at our headquarters, 4001 South 700 East, Salt Lake City, UT 84107. You would work a hybrid schedule in the office 4 days a week, with one day remote.

Essential Functions and Responsibilities: 
  • Lead the development of monthly, quarterly, and yearly LR utilization plans aligned with organizational goals and budgetary constraints.
  • Utilize data analysis and modelling techniques to forecast LR expenditures and identify opportunities for cost optimization.
  • Work closely with Procurement and Finance teams to develop budget strategies and optimize the balance between creating and buying resources.
  • Oversee the setup of new LR vendors for billing and usage reporting and ensure accurate billing and invoicing processes.
  • Collaborate with the Vendor Engagement team to resolve billing discrepancies and contract disputes, ensuring service level agreements (SLAs) adherence.
  • Generate high-quality monthly reports on LR costs, usage, and projections for stakeholders and senior leadership.
  • Conduct regular analysis of LR data to identify trends, opportunities for cost savings, and areas for improvement.
  • Continuously review and optimize LR tracking processes, databases, and reporting tools to enhance efficiency and accuracy.
  • Provide guidance and support to the Program Cost Analyst in performing their duties effectively.
  • Performs other duties as assigned.

Knowledge, Skill and Abilities:
  • Experience in financial analysis, budget management, and procurement.
  • Proficiency in data analysis and modeling techniques, with experience in relational databases and reporting tools.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data and provide actionable insights.
  • Excellent communication and presentation skills, with the ability to convey information clearly and effectively to stakeholders at all levels.
  • Strong collaboration and interpersonal skills.

Job Qualifications:
Minimum Qualifications:
  • Bachelor’s degree in related field.
  • 5 or more years of related experience.
  • 3 or more years leading and managing people, teams, or projects.
  • Previous experience in data analysis and modelling techniques to forecast expenditures and identify opportunities for cost optimization.
  • Experience with competency-based education and online education.
  • Experience managing vendor relationships and budgets.

Preferred Qualifications:
  •  Master’s degree in related field.

Physical Requirements:
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
