Job Summary
The Refugee Vocational Training Program Outreach /Intake Specialist implements outreach, recruitment, and participant screening for the BCTC Global Learning’s Refugee Vocational Training Program, a grant funded effort by the Kentucky Office of Refugee. This position ensures that eligible participants are identified, assessed, and enrolled in accordance with Office of Refugee Resettlement (ORR) guidelines. The Navigator conducts initial testing, develops preliminary career plans, and connects participants to supplemental educational and training resources such as English as a Second Language (ESL), computer literacy, and career exploration courses. The Navigator also facilitates referrals to social services, establishes clear lines of communication between participants, BCTC RVT Program staff, and Kentucky Refugee Ministries case managers, and transitions participants to the RVTP Job Developer for ongoing career coaching and case management.

This is a grant funded position
Job Duties:Conducts targeted outreach and recruitment activities to engage eligible refugees in collaboration with community partners and campus departments.

Screens participants for program eligibility, conducts initial assessments and testing, and completes the intake process per ORR guidelines and documentation standards.

Develops preliminary Individual Career Plans (ICPs) to support enrollment in appropriate academic, technical, or workforce programs.

Provides referrals to social service agencies and supplemental education or training opportunities, including ESL, computer literacy, and career exploration courses.

Establishes and maintains open communication between participants, BCTC RVT Program staff, and Kentucky Refugee Ministries case managers.

Coordinates the smooth handoff of enrolled participants to the Job Developer for ongoing career coaching and case management.

Maintains accurate enrollment and intake records, ensuring compliance with grant reporting requirements.

Supports programmatic outreach efforts on campus and with external grant partners serving refugees.

Attend Global Learning meetings and events and provide updates on the program’s status, challenges, and accomplishments.

Work in collaboration with the RVTP Program Manager and Navigator to support program outcomes and goals.

Stay updated on grant policies and BCTC regulations to ensure program compliance.

Minimum Qualifications:
Bachelor’s Degree in related fields (Education, Higher Education, Social Work, etc).
2 years related experience working with low-income, under resourced, or equivalent populations. 

Preferred Qualifications:
  • Bachelor’s Degree in related fields (Education, Higher Education, Social Work, or related field). 
  • 3+ years of experience 
  • Strong Language Skills in an additional language other than English and/or experience working with interpreting services 
  • Must have a valid driver's license. 
  • Language Skills in French, Arabic, Swahili or other world languages with strong verbal and written communication skills. 
  • Willingness to work some non-traditional schedules with some events and outreach programs during the evening and on weekends. Events and programs will be planned with advanced notice. 
  • Commitment to the mission of a comprehensive community and technical college and student success. 
  • Personal and professional integrity with an emphasis on confidentiality and attention to detail. 
  • Must be self-motivated and able to manage multiple projects at once.
