Job Description Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
The Program Director provides overall management of a Child Development Center at a Tidewater Community College campus. The program director will oversee instructional and support staff at an assigned center. The program director will serve as an advocate and promote the child care centers as a community resource through the development and maintenance of partnerships and collaborations with community members. The program director will collaborate with TCC early childhood development, Education, and other faculty to ensure TCC students are able to conveniently access and utilize the centers, complete their coursework and expand their knowledge and understanding of high-quality early care and education. The program director will ensure compliance with state licensing regulations and the standards set forth in maintaining a high-quality early childhood program according to Virginia’s Unified Measurement System and the National Association for the Education of Young Children (NAEYC).
The Tidewater Community College Child Development Center, Portsmouth Campus is an ECCE Site for the FY26 Mixed Delivery program. The Virginia Early Childhood Foundation’s (VECF) Mixed Delivery program provides public funding for ECCE services for eligible children, birth to five years old. The program helps address the growing demand for publicly funded ECCE services by private providers that meet the varied needs and preferences of families who want full-day, year-round ECCE services for their children. The ECCE Site will work with the Ready Region Lead Agency to ensure compliance with all guidelines and requirements of Mixed Delivery as outlined by the Virginia Early Childhood Foundation and the Virginia Department of Education.
This position has been designated an essential position. The employee filling this position may be required to report to work or otherwise fulfill the responsibilities of the position in the event of a college/campus closure due to weather or other emergent condition(s).
This is a restricted funded position. Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications | Demonstrated ability to manage, operate and sustain a Child Development Center. Experience with hiring, mentoring, supervising and evaluating instructional staff, support staff and student interns. Skilled in the use of word processing, spreadsheets, and child care management software. Familiarity with infant, toddler and pre-school evaluation assessment, and quality curriculum. Knowledge of Virginia’s Early Learning Standards. Demonstrated oral and written communication and customer relation skills. Demonstrated ability to effectively deliver presentations and organize special programs and events. Ability to mentor, supervise and evaluate instructional staff, support staff and student interns. Demonstrated ability to promote collaboration and teamwork in a student-centered environment. Ability to create and manage, and revise a budget. Strong planning and organizational skills to include problem solving. Experience with needs assessments and strategic planning. Professional and knowledgeable regarding current trends and best practices in early childhood education. Ability to effectively engage and communicate with families.
