 | Department: Minor In-House Construction
| Salary: Commensurate with Experience/Education
| Description: Provides leadership for the Construction Services department by overseeing the daily operations, maintenance activities and staff management and ensuring cost effective, efficient, safe, and reliable operations consistent with best practices, and other performance standards. 1. Provides overall leadership for the departments by setting the tone, expectations and providing continuous evaluation, feedback and reports on the department(s) performance. Drafts and implements operating procedures, staff work plans, and Key Performance Indicators (KPI's), benchmarking with APPA service levels to achieve desired accountability, cost controls, compliance and efficiency of the department. 2. Assists with the development, implementation, and management of strategic business plans, budgets, infrastructure plans for assigned area, and manages the business by controlling costs while meeting expected financial results. 3. Maintains an understanding of current ideas, research and practices pertaining to the areas of responsibility for this position, through continued study and participation in professional organizations, such as Texas Association of Physical Plant Administrators (TAPPA). 4. Develops Construction Services staffing plans and oversees staff, including hiring, development, motivation and evaluation of staff through coaching, mentoring, and training. 5. Establishes an effective culture by ensuring accountability and creating a performance management focus by setting standards and key performance targets in areas of safety, customer complaints, efficiency, and inventory control. 6. Prepares project cost estimates, scope of work, Request for Proposal's (RFP's), Request for Qualifications (RFQ's), Project Funding Agreement (FPA), and bid/contract documents. Conducts inspection of work, evaluates work, resolves employee/contractor issues, approves pay applications/contract changes, and approves final acceptance of work. 7. Directs the Construction Services operations, inventory, scheduling, and assignments. Reviews the work of staff. Monitors status of work orders, estimates, requests, and purchases of materials and equipment. 8. Serve as an active member of the Facilities Services team collaborating with all areas and participating in campus committees. 9. Performs other job-related duties as required. MQ: Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: Requires a minimum of three (3) years of directly job-related experience. Preferred: Prefer four (4) years of experience. Certification/Licensing: Requires a valid Texas Driver's License. - Department is willing to accept experience in lieu of education.
