Job Summary/Basic Function | This position plays a critical role in directing the University’s strategic technology investments for both academic and administrative technologies, and operates as part of a dynamic team under the Vice President for Administration and Finance/CFO. The CTO/CISO has responsibility for the University’s strategic technology planning and oversees teams in application support, networking and user support.
Minimum Qualifications | Bachelors Degree in IT or related field 7-10+ years of progressive IT experience 5-8+ years in IT management/leadership or supervisory roles Experience managing IT infrastructure, Cybersecurily, Enlerprise systems, IT budgets, Technical teams Minimum expected technical knowledge includes: Network and infrastructure management Cybersecurity principles Cloud platforms (AWS, Azure, GCP) IT governance frameworks (ITIL, C0BIT) Enterprise systems (ERP, CRM) Data management & analytics Disaster recovery and business continuity Experience with GLBA compliance

Job Duties
Description of Job Duties | Responsibilities include overseeing Cybersecurity and other IT security related operations. Creates, modifies and maintains campus security policies, including GLBA and GDPR regulations. Oversees the operation of Virtual Security Training on campus. Works with external vendors to ensure the security of Shepherd University data and networks.
Directs the operation of the university owned Cisco UC telephone system.
Manage, review and approve modifications, additions and changes impacting station/user equipment, access, routing, maintenance and related services. Provides leadership and management of this area in its support of the Information Technology (IT) division to help deliver future IT directions and goals; makes effective and efficient use of resources; sets high, achievable aspirations for services and operations.
Oversee the service desk to ensure timely and efficient services to students, faculty, and staff.
Perform preliminary design and technical specifications for same as related to new construction, renovation and major installations throughout campus. Ensures the provision of comprehensive, integrated, reliable, high-quality services for Shepherd University in areas such as backbone and local area networking, network facilities, Wi-Fi, and technical infrastructure.
Oversee project management activities for internal IT projects as well as campus-wide IT-related endeavors. Ensure efficient coordination as well as clear communication for project stakeholders.
Manage and direct administration of all Voice Messaging and Call Processing services provided to the faculty and staff. Coordinate, manage and direct telecommunications related revenue opportunities. Serves as liaison for Shepherd University with network and telecommunication vendors, operating companies, regulatory agencies, and other external bodies involved in these service areas.
Review, investigate and approve all telecommunications related public switched network, network access, toll and enhanced services payments to appropriate suppliers. Review report information for fraud detection.
Develop appropriate specifications, needs, and services for appropriate bidding for technology as necessary.
Directs the Systems Administration team responsible for university data center operations. Enhances data center capacity and reliability. Team responsibilities include Microsoft, MacOS, and Unix-based operating systems, virtualization software, backups, server hardware, network infrastructure, electrical generator, and battery backups. Coordinates plans for business continuity and disaster recovery.
Oversee the administration of the Student Information System and related products and systems. Ensure availability and integrity of these applications and their availability to serve students, faculty, and staff. Oversee implementation, integration, upgrades, and disaster recovery for these systems.
Direct administration of reporting activities and support for data-driven decision making. Provide leadership in the understanding and use of data, data security, and integrity.
Provides communication to internal and external stakeholders using appropriate communication channels. Budget management includes long term planning for ongoing software licensing and maintenance as well as replacement, renewal of hardware and security products.
Supervises assigned personnel by providing orientation, guidance, assistance, and developmental training as needed. Approves or makes recommendations regarding employment, performance appraisals, salary changes, and promotions.
Leads the Network Operations Center for campus, which includes maintaining and upkeep of the campus network, including both wired and wireless networks, securing building quotes for projects, and providing supervision for networking upgrades and maintenance. Responsible for Residence Hall network operations and support.
Serves on planning and policy-making committees.
Holds departmental meetings to review strategic goals and initiatives, promote team building and work to provide growth and communications paths for staff.
Serves as primary technical contact with outside vendors in the generation of RFPs, bids, contracts, agreements, and other major vendor interactions, systems operations and maintenance.
Provides recommendations to decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the university.
Establishes sound working relationships and cooperative arrangements with university groups and organizations to ensure smooth operations of campus technology deployed in interdepartmental settings. Also works with student government and organizations to provide technology that will help improve the educational setting and needs for students.
Works towards assuring that the division has long-range technology strategies to achieve its mission, and toward which it makes consistent progress. Maintains a working knowledge of significant developments and trends in the IT field, and work towards implementing those advances into the campus environment.
Enhances professional growth and development through participation in continuing education courses, professional organizations, seminars and workshops, reading current literature, and maintaining professional contacts in the community.
Provide leadership in developing organizational and financial plans for the division.
