Job Description
Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 25,000 students in 2024-25. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,399 graduates in 2024-2025, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 33% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
This position will work on multiple complex projects to support the development and maintenance of complex information systems supporting the administrative functions of Tidewater Community College using Oracle APEX. Tasks include serving as the Oracle Database Administrator (DBA), Oracle APEX Instance Manager and technical lead for support of the growing number of Oracle Application Express (APEX) applications that support financial services, college planning, and other administrative and instructional support functions of the college.
Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications | Substantial knowledge of Oracle (current release) database administration. Substantial knowledge of Oracle Apex instance and workspace management. Ability to develop complex computer and web applications to meet functional requirements of business processes with Oracle APEX or equivalent. Substantial knowledge of application analysis and programming techniques. Advanced knowledge of personal computers, operating systems and desktop computer applications including Windows 10/11 and Microsoft Office 365. Ability to analyze complex business processes, interpret users’ needs and evaluate alternative solutions. Ability to understand program coding and logically apply it. Ability to troubleshoot and debug complex programs quickly. Ability to handle multiple, complex programs simultaneously while meeting day-to-day needs and periodic deadlines. Ability to work independently or as a member of a team with direct supervision. Ability to provide periodic updates and progress reports to supervisor in written and oral formats for yourself and subordinates who report to you. Ability to communicate effectively at a technical and end-user level both orally and in writing. Ability to develop procedures and written documentation for complex information systems. Ability to install and configure web server software such as Apache Tomcat and SSL Certificates Substantial experience with relational database administration using Oracle. Knowledge of backup and restoration procedures and performance monitoring Substantial experience with Client/Server development tools such as TOAD, SQL Developer, Jasper Reports. Extensive experience in writing, testing, and debugging complex computer programs. Substantial experience in application analysis and programming techniques. Substantial experience developing web applications with Oracle APEX.
Additional Considerations | Substantial knowledge of business processes and administrative functions in a large educational environment. Ability to provide technical leadership and training to less experienced personnel.
