Deputy Director & Title VI Coordinator Full Description

PAY GRADE: 32E
CONTEXT OF THE JOB: 
The Deputy Director & Title VI Coordinator reports to the Director of Civil Rights & Title IX Coordinator.  This role will coordinate the University’s compliance with the Title VI of the Civil Rights Act, which prohibits discrimination and harassment on the basis of race, color, or national origin, including shared ancestry or ethnic characteristics. In addition to Title VI compliance, this position contributes to a wide range of civil rights initiatives and processes and will contribute to and provide leadership for work that is responsive to Title VII, Title IX, the ADA/Section 504, the Washington Law Against Discrimination, and more.
The Deputy Director & Title VI Coordinator is responsible for strategy development, leadership & team management, and program development & administration.
MAJOR RESPONSIBILITIES:
  • Support and help drive the University’s compliance with federal and state laws prohibiting discrimination and harassment. Serves as the primary point of contact for Title VI issues, including the investigation and resolution of complaints.
  • Manage investigations of complaints related to discrimination, harassment, and sexual misconduct. Ensure investigations are thorough, impartial, and conducted in a timely manner.
  • Assist in the response to student, student group, employee, and departmental civil rights concerns
  • Develop and improve structured informal response options
  • Support and assist with implementation, and regular updating of the university’s policies and procedures related to civil rights.
  • Design and deliver training programs for students, faculty, and staff on topics related to civil rights.
  • Coordinate with appropriate university staff to implement strategies and measures to ensure compliance.
  • Maintain accurate records of all reports, investigations, and resolutions related to Title VI and assist and support the Director in providing regular reports to senior leadership and external agencies as required.
  • Advise university leadership on emerging issues and trends related to civil rights and Title VI. Provide guidance on best practices in compliance, prevention, and response.
  • Work collaboratively with various university departments, including University of Delaware Police Department (UDPD), Human Resources, Student Affairs, and the Office of General Counsel, to support and drive a coordinated response to civil rights and Title VI issues. Engage with community partners and stakeholders to enhance the university’s efforts in these areas.
  • Maintain confidentiality in all matters related to civil rights, ensuring that sensitive information is protected and handled appropriately.
  • Maintain a case management database to organize, manage, and track all non-discrimination complaints. Ensure well-documented reporting and resolution processes, in line with the University’s expectations for document retention and privacy.
  • Serve on campus committees as designated/assigned.
  • Perform other job-related duties as assigned.
QUALIFICATIONS:
  • Bachelor's degree and five years of progressively responsible professional experience and demonstrated success working or advising in a similarly complex environment, ideally leading and coordinating aspects of institutional compliance, or equivalent combination of education and experience.
  • Knowledge of Civil Rights Laws and Regulations and understanding of Title VI, Title VII, ADA/Section 504, and other civil rights laws, ensuring institutional compliance and best practices.
  • Ability to manage multiple complex projects simultaneously, utilizing excellent organizational, analytical, and problem-solving skills to drive efficient execution and successful outcomes.
  • Demonstrated ability to conduct interviews and investigations involving sensitive matters.
  • Ability to analyze information, evaluate results, and develop strategic solutions to complex challenges in compliance and policy enforcement.
  • Strong investigative, analytical, and problem-solving skills.
  • Excellent interpersonal, written, and verbal communication skills.
  • Ability to manage sensitive and complex issues with discretion and professionalism.
  • Ability to manage multiple, ongoing, and complex caseload of nondiscrimination related incidents and complaints.
  • Ability to create, support, and deliver the training and learning process with respect to non-discrimination compliance. Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies.
  • Ability to use independent judgment and to manage and impart information to a range of clientele and/or media sources.
  • Experience creating and maintaining a database.
  • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
  • Ability to work with a wide range of constituencies (staff, students, faculty, parents, administrators) with diplomacy and tact.
