Job Summary
Reporting to the Chief Information Officer (CIO), the Director of Instructional Technology plays a vital role in advancing teaching and learning through the strategic integration of technology. This position provides leadership in the planning, implementation, and evaluation of instructional technologies that enhance educational outcomes and support innovative teaching practices. By collaborating with educators, administrators, and technology staff, the Director ensures that digital tools, platforms, and resources are effectively aligned with curriculum goals and institutional priorities. The role also involves guiding professional development, evaluating emerging technologies, and fostering a culture of continuous improvement in technology-enhanced learning.

Essential Responsibilities - specific to this job
- Provide Strategic Leadership
- Develop, implement, and continuously refine a comprehensive vision and strategic plan for instructional technology that aligns with division priorities, curriculum goals, and instructional best practices.
- Collaborate closely with student learning, professional development, and other key stakeholders to support the effective use of technology in classrooms.
- Work collaboratively with curriculum, assessment, school leadership, and information technology departments to ensure the effective integration of technology into instructional programs and learning environments.
- Lead Divisionwide Instructional Technology Initiatives
- Oversee the planning, coordination, and implementation of instructional technology initiatives that support high-quality teaching and learning across all schools and programs.
- Determine and measure the return on investment for divisionwide instructional technology deployments.
- Provide Indirect Oversight of Instructional Technology Personnel
- Provide strategic direction and indirect supervision for a divisionwide network of approximately 100 Instructional Technology Coaches, ensuring their effective use in schools and alignment with division learning priorities and needs.
- Provide direct oversight and direction to more than 100 Technology Support Specialists, ensuring aligned services, consistent practices, and effective support for instructional technology integration and customer support.
- Establish systems and processes to ensure instructional technology coaches and support specialists provide timely and effective assistance to educators and schools.
- Utilize a customer relationship management (CRM) platform to measure service delivery and return on investment.
- Oversee Professional Learning for Digital Instruction
- Design and guide professional learning opportunities that build educator capacity to integrate technology into instruction and leverage digital tools to enhance student engagement and achievement.
- Evaluate Instructional Technology Programs
- Develop and implement evaluation processes to assess the instructional effectiveness, impact, and return on investment of digital instructional technology tools, programs, and support models.
- Guide Selection and Implementation of Digital Tools
- Lead the review, selection, and implementation of instructional software, digital platforms, and learning technologies that support curriculum goals and instructional innovation.
- Ensure Alignment with Infrastructure and Systems
- Collaborate with information technology leadership to ensure instructional technology initiatives are supported by appropriate infrastructure, systems, and technical resources.
- Promote Innovation and Emerging Technologies
- Research and evaluate emerging educational technologies and instructional models, leading pilot initiatives and scaling effective innovations across the organization.
- Oversee software review processes and data governance for instructional software and digital tools.
- Lead Artificial Intelligence (AI) Integration for Teaching and Learning
- Provide leadership in the responsible, ethical, and effective use of artificial intelligence tools for educators and students, including the development of guidance, policies, and professional learning to support AI-enhanced instruction, productivity, and digital literacy.
- Lead the divisionwide implementation and integration of key emerging AI tools into classroom environments.
- Manage Budget and Resource Allocation
- Assist in the development and oversight of budgets related to instructional technology programs, ensuring responsible stewardship of resources and alignment with strategic priorities.
- Develop Policies and Guidelines
- Establish and maintain policies, procedures, and guidelines governing the effective and responsible use of instructional technology and digital learning environments.
- Promote Equity and Access in Digital Learning
- Ensure that instructional technology initiatives support equitable access to digital tools, resources, and learning opportunities for all students and educators.
- Communicate and Report on Program Impact
- Provide regular updates to senior leadership and stakeholders regarding the implementation, progress, and outcomes of instructional technology initiatives.
- Compliance
- Ensure divisionwide adherence to PWCS data governance and digital security policies and regulations.
Other Job Responsibilities
- Provides accountability for human, physical, and financial resources with the goal of maximizing efficiency and effectiveness.
- Serves as a primary backup for the Chief Information Officer in his/her absence, as needed.
- Functions with minimal direction from the Chief Information Officer.
- Oversees the recruitment, screening, selection, assignment, supervision, and evaluation of departmental personnel.
- Provides guidance and assistance to full-time, part-time, and/or hourly employees, as assigned.
- Provides executive and technical leadership and direction to operational and engineering staff, including systems integration, infrastructure, resources, and policy compliance.
- Formulates, establishes, implements, maintains, and enforces policies, regulations, standards, and procedures to ensure compliance with regulatory requirements and industry‑standard best practices.
- Provides vision and leadership regarding technology trends and industry direction to senior management.
- Manages a large budget of approximately $75 million annually.
- Manages fiscal expenditures and budgetary processes; approves all technology purchases.
Knowledge, Skills, Abilities and Behaviors
- Significant experience leading instructional technology, SIS/LMS platforms, and student data systems in a K–12 environment.
- Strong knowledge of FERPA, VDOE reporting, instructional data governance, and K–12 instructional technology trends.
Education or Equivalency Requirements
Minimum | Master's Degree | In educational technology, instructional leadership, information systems, or a related field.
