Scope of Job  | Provide analytical oversight and coordination of budget development ensuring the success of UTRGV, especially as it relates to the strategic planning of health-related program budgets.

Description of Duties  | Provides analytical oversight for the health affairs budget development process. Plans, and coordinates development of the health affairs annual operating budget and associated schedules and reports. Monitors health affairs financial health to identify risks and opportunities, including material deviations from budgeted amounts. Performs financial projections for the institution’s health-related activities. Engages in the management of the proportional spending of state-funded benefits. Works with administrators in the development of internal and external reports for health-related activities, such as but not limited to, Legislative Appropriations Requests, fiscal notes, salary reports, monthly and annual financial reports, and others, as needed. Ensures that positions related to health programs are properly budgeted and maintained. Oversees the central service cost allocation to the institution’s health-related programs. Maintains the medical student tuition and fee structure and coordinates as needed with other departments. Plans and coordinates equipment and major capital purchases for health-related programs. Analyses, prepares and provides input on the Monthly Financial Report to Comptroller staff. Proposes and drafts institutional budget policies and procedures. Provides institutional executive decision support services related to budget development for health affairs (analysis and special reports). Ensures budgetary policies, procedures and practices adhere to the State of Texas rules and regulations. Participates in the hiring, training and evaluation of all assigned staff. Participates in committees, task forces, and professional organizations. Develops and maintains organization policies and procedures in compliance with local, state, and federal rules and regulations. Performs other duties as assigned.

Required Education  | Bachelor’s degree in business or related field from an accredited university.
Preferred Education  | Master’s degree in Business Administration or related field from an accredited university.
Licenses/Certifications  | None.
Required Experience  | Seven (7) years of increasingly responsible professional experience planning and budgeting in a university environment, including work experience with health-related program budgets.
Preferred Experience  | Knowledge of UT policies and procedures.
Equipment  | Use of standard office equipment.
Working Conditions  | Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Occasional travel in and out of the region and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution which requires presence at multiple locations throughout the Rio Grande Valley.
Other  | Exceptional planning and organizational skills. Excellent written and oral communication skills. Must be able to handle multiple critical tasks, meet aggressive deadlines, manage ambiguity and be prepared to work evenings and weekends as needed.
