Scope of Job | Responsible for the accurate, timely, and compliant preparation of financial statements, fiscal reports, and analytical insights that support executive decision making and institutional strategy. Ensures adherence to GAAP, GASB, NACUBO, state and federal regulations, and systemwide policies while maintaining strong internal controls and partnering across departments to produce high quality financial information.
Description of Duties | Prepares accurate and timely Annual Financial Reports (AFRs) and monthly financial statements, ensuring compliance with GAAP, GASB, NACUBO, Texas Government Code, Texas Comptroller reporting standards, and institutional/system policies. Produces monthly operating margin projections, financial performance analyses, and trend reporting. Oversees preparation and submission of required external fiscal reports, including but not limited to: THECB Sources & Uses, IPEDS, long range financial forecasts, Liaison Committee on Medical Education Annual Financial Questionnaire (LCME AFQ), SACSCOC, and other accreditation or regulatory submissions. Leads financial reporting cycles and fosters continuous improvement in reporting processes and systems. Coordinates with the Research Office to reconcile and report research expenditures, ensuring data accuracy for internal and external reporting. Ensures quarterly/annual management reports, dashboards, and KPIs reconcile to the general ledger. Prepares ad hoc financial reports, visualizations, and analytical summaries for executive leadership. Provides scenario modeling, financial recommendations, and insights to support strategic planning and resource allocation. Oversees and ensures on time submission of financial reports to system offices, state agencies, and accrediting bodies. Ensures consistent application of accounting and reporting standards, including GAAP, GASB, NACUBO, UT System policies, federal and state regulations, and institutional guidelines. Develops, interprets, and maintains financial reporting policies and procedures to ensure regulatory compliance. Strengthens and monitors internal controls over financial reporting, including reconciliations, review processes, audit trails, and documentation standards. Supports internal and external audits, preparing schedules, responding to auditor inquiries, and facilitating corrective actions. Analyzes financial and operational data to identify trends, risks, discrepancies, and improvement opportunities. Collaborates across departments to ensure complete, accurate, and timely data for financial reporting and analysis. Works with Planning & Analysis to align budgets with actuals and assists with resource planning. Ensures data integrity across financial systems, including ERP, data warehouses, and related tools. Partners with IT, Research Administration, and Planning & Analysis to ensure alignment of definitions, hierarchies, and financial data models. Provides actionable insights and financial commentary to applicable business units. Leads the annual financial reporting calendar, setting milestones, tracking dependencies, and driving timely completion. Identifies and remediates data quality issues, implementing root cause corrective actions and preventing recurrence. Proactively identifies financial reporting risks, implements mitigation strategies, and communicates emerging issues to leadership. Leads enhancements to financial reporting processes, including workflow efficiencies, automation, and improved data governance. Develops and maintains data models, queries, templates, and standardized reporting tools to increase accuracy and consistency. Produces insights and management summaries that support institutional strategy and decision making. Performs other duties as assigned.

Required Education | Bachelor’s degree in accounting, finance or related business field from an accredited university.
Preferred Education | Master’s degree in business administration or related field from an accredited university.
Licenses/Certifications | None.
Required Experience | Five (5) years of progressive accounting/financial reporting experience, including GASB or GAAP financial statements preparation/oversight.
Preferred Experience | Knowledge of UT policies and procedures.
Equipment | Use of standard office equipment.
Working Conditions | Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution, which require presence at multiple locations throughout the Rio Grande Valley.

Must be able to handle multiple critical tasks, meet aggressive deadlines, manage ambiguity and be prepared to work evenings and weekends as needed. Strong analytical, problem solving, and communication skills. Highly collaborative team player with the ability to interpret, develop, and enforce policies and procedures. Knowledge of University, UT System, State and Federal standards, policies and procedures to ensure transactions are recorded properly for sound financial reporting. Strong knowledge of GAAP, and higher education industry standards.
