POSITION SPECIFICS
The Electro-Optics & Electronics (EOE) Division of the Applied Research Laboratory (ARL) at Penn State University, located in Freeport PA, is seeking a senior-level, Program Manager in manufacturing technology.  The purpose of Penn State ARL is to develop innovative solutions to challenging national problems in support of the Navy, Department of Defense (DoD), and intelligence communities. You will join a team of business leaders, scientists and engineers performing a wide range of applied research and development projects involving electronics manufacturing process improvements.

You Will:
  • Establish and maintain relationships with program sponsors, stakeholders, and program teams to provide status updates and identifying emerging needs for manufacturing challenges in DoD systems
  • Author program management plans, project demonstration plans, and/or comprehensive final reports that satisfy customer requirements and expectations for manufacturing interest areas
  • Develop long term strategy for manufacturing research activities then execute business development functions to promote and advance manufacturing research programs consistent with the long-term strategy
  • Serve as the primary contact with the direct sponsor to create and status the project portfolio managing business, work process and technical aspects and ensuring the successful and timely completion of contract deliverables
  • Prepare and present portfolio status and plans as briefings and reports to a variety of audiences

Higher-level responsibilities include:
  • Lead new concept development and create measurable project plans for new projects with internal and external stakeholders that provide a return to the government stakeholders
  • Develop and maintain a vision for manufacturing technology efforts
  • Maintain working familiarity with leading edge technology and manufacturing techniques then propose applications to military platforms and subsystems to lower cost, improve delivery times, or accelerate/enhance capability
  • Ability to manage business aspects of a manufacturing research project portfolio
  • Critically review project or task execution analyzing alternatives and applying engineering and project management techniques and procedures

Required skills and experience includes:
  • B.S. in engineering science or related field
  • 10 years related experience in electronics manufacturing technologies for components and systems
  • Develop process to define, execute and monitor a manufacturing research portfolio
  • Work collaboratively as part of a multidisciplinary team that includes technical and program management roles from internal and external organizations
  • Demonstrated business development experience

Preferred skills and experience include:
  • Leadership roles in the development, production, and test of radar electronic warfare and similar systems at the system or architecture level including identification and implementation of novel solutions in DoD electronics manufacturing
  • Project management practice in a research project leadership role that involves execution and development of multiple related project efforts
  • Lean manufacturing concepts
  • Current eligibility for access to classified information at the Secret level or higher and may be subject to a government background investigation to upgrade clearance eligibility, if required. 

Your working location will be full onsite located in Freeport, PA. Questions related to flexible work should be directed to the hiring manager during the interview process.
