Job Description
The Texas School Safety Center (TxSSC) is an official university-level research center at Texas State University. The TxSSC is tasked in Chapter 37 of the Texas Education Code and the Governor’s Homeland Security Strategic Plan with key school safety initiatives and mandates. The TxSSC serves as the clearinghouse for the dissemination of safety and security information through research, training, and technical assistance for K-12 schools and junior colleges throughout the state of Texas. As a result, Texas has become a national leader in school safety practices and is relied upon for assistance and guidance from jurisdictions throughout the nation.

The TxSSC welcomes applicants for the position of Emergency Operations Plan Program Manager. Applicants should have extensive experience within an organization that serves at the city, county, or state government level. This is a supervisory position within the School Safety Readiness division. The Texas School Safety Readiness division is responsible for assisting in the oversight of a statewide system for the review, verification, and follow-up of multi-hazard emergency operations plans and safety and security audits for all Texas independent school districts, open-enrollment charter schools, and junior colleges to ensure compliance with Texas school safety legislation. This division also assists with ongoing research and development of best practices related to school emergency operation plans. Additionally, this division is responsible for assisting in the oversight of a statewide system of review and verification for the School Safety and Security Registry and the maintaining of a publicly searchable database of the sheriff’s school safety meeting mandate. The School Safety Readiness division also works collaboratively across divisions with the Training and Education, Information Technology, Research and Evaluation, and Youth and Community Initiatives divisions to improve the overall safety and security in Texas public school districts. 

Job Duties
A successful applicant must be able to expand the capabilities of the TxSSC and assist with the oversight of a comprehensive review and verification process for emergency operations plans in accordance with Texas Education Code. This position will also be responsible for ensuring the latest best practices in school safety are integrated into the K-12 and Junior College 3-year safety and security audit checklist and related resources.

This office-based position will supervise a team of 9 specialists and one senior specialist under the leadership of the Associate Director of School Safety Readiness. This position will also closely collaborate with the Exercise Program Manager and Senior Preparedness Specialist to ensure all stakeholder resources are internally aligned and updated to current Texas law. This role will play an integral part of furthering the mission of the TxSSC and work collaboratively with the Training and Education and Information Technology divisions to develop training and resources that will assist school districts with successfully meeting school safety compliance measures. This position will also be responsible for assisting with the planning, designing, and managing of a systematic process for project workflows and developing continuous improvement strategies. This position will also be required to work under strict timelines.
