Administers and evaluates all business and administrative matters including budget, operations, and programs and personnel administration within several departments. Provides financial analysis and strategic planning as well as oversees the budgetary controls.
Job Description:
This position serves as the senior fiscal administrator and strategic advisor to Deans of the School of Technology for Public Health and the John Shufeldt School of Medicine and Medical Engineering (collectively, "the Schools") and will work closely with existing university budget and finance and officials and human resources colleagues across the existing Academic, Knowledge, Learning, and Public Enterprises. Responsible for accounting, budget management, fiscal operations, facilities, human resources, and information technology. Defines successful strategies, assesses and develops needed partnerships, and defines and manages service level agreements established in support of operations across all campuses of School of Medicine and Advanced Medical Engineering, and School of Technology for Public Health. This position is also responsible for a variety of planning, special projects, and representational assignments for the School of Medicine and Advanced Medical Engineering, and School of Technology for Public Health.
Position Salary Range:
- $140,000 - $185,000 per year, depending on experience
Essential Duties
- Directs the staff and day-to-day operations of the schools related to finance, purchasing, human resources, leasing, facilities, and information technology.
- Works collaboratively with the Deans to develop, implement, and assess plans for operational infrastructure, systems, and processes and recommends and implements strategies to address issues and increase efficiency and effectiveness.
- Leads development of annual and multi-year operating and capital budgets; conducts financial forecasting and scenario modeling to support enrollment growth, new program development, and strategic initiatives.
- Advises the Deans of the Schools on financial sustainability, risk management, and resource allocation.
- Responsible for space planning, Continuity of Operations Plan, building access, and other facilities-related items.
- In collaboration with Facilities Development and Management (FDM), leads efforts of the facilities operation to provide adequate facilities and properly control costs to maintain, construct and renovate the schools facilities in the best possible manner.
- Provides executive oversight of financial operations, including accounts payable, accounts receivable, purchasing, and revenue management functions, ensuring compliance and operational efficiency.
- Coordinates internal audit activities and collaborates with University administration. Supports audit reviews and compliance reporting requirements, and may prepare school-specific financial reports for internal and external stakeholders as needed.
- Partners with Enterprise Technology in the development, implementation, and assessment of a Technology Infrastructure within budgetary constraints.
- Leads, reviews, and coordinates the preparation of administrative reports.
- Develops, evaluates, and recommends changes in administrative policies and procedures.
- Counsels and advises college and/or division deans, chairs, or administrators in fiscal and college administration.
- Leads and develops a high-performing administrative team; establishes clear performance expectations and fosters a culture of accountability, collaboration, and service excellence.
- Interprets and applies pertinent rules, regulations, policies and procedures set forth by university or other governing agencies.
- Provides executive oversight of HR operations and workforce planning which may include payroll actions, classification, talent acquisition, employee grievances and other applicable HR issues.
- Works collaboratively with the Academic Personnel team for all HR actions related to faculty, including budget approval, review of offer letters, and establishing guidelines as it relates to pay practices.
- Provides financial oversight for partnership agreements, clinical or program-based revenue streams, and externally funded initiatives.
- Negotiates and administers contracts and leases as required.
- Serves or represents the Schools on committees and boards.
- Coordinates or assumes other duties or projects as assigned.
Desired Qualifications
- Master's degree (preferred)
- Degree in Business Administration, Finance, Accounting or closely related field.
- Demonstrated knowledge of financial regulations, non-profit accounting standards (GAAP), and grant management.
- Experience with financial software and systems, with strong proficiency in Excel and financial modeling tools.
- Evidence of effective communication and interpersonal skills, with the ability to present complex financial information to non-financial stakeholders.
- Experience in leadership skills with the ability to manage and develop a team.
- Skill in establishing and maintaining effective working relationships with internal and external stakeholders.
- Strong knowledge of the principles and practices of financial analysis and forecasting.
- Demonstrated experience/knowledge of healthcare finance, best practices, accounting principles, and processing (e.g., billing, reimbursement, contracting, etc.).
- Evidence of high level of integrity and commitment to ethical financial management.
- Experience working in a university-affiliated or public-sector environment.
- Familiarity with Workday or similar ERP systems.
- Experience with healthcare start-ups is a strong plus. Evidence of significant experience in adeptly managing a large complex budget with funding from multiple sources pertaining to universities in multi-campus systems; knowledge of legal rules and regulations governing a university
- CPA designation a plus.
Working Environment
- Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding, and manipulating a computer mouse; required to stand for varying lengths of time and walk moderate distances to perform work.
- Occasional bending, reaching, lifting, pushing and pulling up to 25 pounds.
- Regular activities require ability to quickly change priorities that may include and/or are subject to resolution of conflicts.
- Ability to clearly communicate to perform essential functions.
