Financial Analyst 2 (Finance and Accounting Analyst 2) Full Description

Department Overview: 
As the state's only health and research university, OHSU brings together patient care, research, education of the next generation of health care providers and scientists, and community service to improve the health and well-being of all Oregonians.
 
Central Financial Services (CFS) is the division within Oregon Health & Science University charged with the overall responsibility of accurately processing, reporting and interpreting the University¿s financial transactions. Departments within CFS include Budgeting, Accounts Payable, Finance & Accounting, Payroll, Capital Accounting and Treasury.

Function/Duties of Position: 
  • Lead, analyze, and assist in budgeting and review of Capital Programs.
    •  Prepares financial reports on capital programs for all levels of leadership across the organization, related to capital budget data and project status.
    • Leads a variety of OHSU taskforces and standing committees to review projects and budgets. Works with project managers to explain and adapt to delays and budgets variances.
    • Conducts thorough studies of asset conditions and longevity. Evaluates findings and prepares comprehensive reports and replacement schedule for executive staff. Manages asset inventory and assists with capital asset procurement.
    • Identifies long-range capital objectives and short-term operational goals to develop capital budgets. Performs review and validation of final annual budget data. Manages project funding allocations and works with accounting teams to audit transactions for accuracy.
  • Perform monthly, annual, & ad hoc financial analysis of Operating Accounts.
    • Monitors, reviews, and investigates expenditures variance against budget and acts as a liaison between departments and Central Financial Services teams to ensure department budgets are on target.
    • Assists departments with detailed support and analysis of operating budgets; coordinating work with other analysts and departmental leaders to certify consistency and accuracy in budget data.
    • Provides support for data extraction, analysis and interpretation of information including but not limited to employee compensation and benefits, capital spend and utilization and other highly sensitive and confidential information for OHSU that will be used to make strategic decisions as well as for the collective bargaining and budgeting process.
  • Financial analysis using data queries.
    • Develops online reporting tools, using a variety of applications and databases. Responsible for accuracy of recurring data extracts between applications and overall data integrity.
    • Utilizes institutional software to create and track purchase orders, invoices and project labor accounting. Initiates corrective action within established policies and procedures to resolve problems with financial records and transactions.
    • Extracts information from databases for analysis, reporting, and conversion between various software applications. Collects and inputs budgeting data from operational managers.
  • Performs other duties as assigned by the Manager, Director, VP and CFO of OHSU.

 Required Qualifications: 
  • Bachelor’s degree in Accounting, Finance, or a related field from an accredited college or university.
  • Minimum of 2 years of progressively responsible relevant work experience.
  • Ability to self-motivate, prioritize and coordinate multiple projects simultaneously to achieve successful results without constant supervision.
  • Skills to communicate with tact and diplomacy to maintain effective working relationships with all different levels within the organization.
  • Capacity to remain professional during stressful situations.
  • Proficient with computers running Windows and PC applications (e.g. MS Excel, Oracle, Access, Word and PowerPoint).
 
Preferred Qualifications: 
  • Masters of Business Administration or Finance.
  • At least four years of recent experience in financial and budget analysis.
  • At least one year of Oracle AIS experience.
  • At least one year of IBM Cognos TM1 experience.
  • At least one year of Smartsheet experience.
  • At least one year of using related accounting or financial software.
 
Additional Details:
This position works in a busy office with frequent interruptions and interactions with people. The employee must be able to manage various streams of communication and multiple demands on their attention.
