Job Summary
The Financial Analyst – Operations provides essential financial oversight and compliance support for divisional operational activities, with primary responsibility for ensuring accurate funding account usage and adherence to allowable expense guidelines. Supporting the Senior Financial Analyst – Operations & Compliance, this role reviews financial transactions for proper documentation, accuracy, and alignment with funding source requirements. For Procurement and Travel, the position focuses exclusively on financial review – verifying correct account charges and cost allowability, while operational processing and approvals remain with designated Operations teams. This role is vital to maintaining financial integrity, strengthening internal controls, and ensuring audit readiness across operational finance functions.
Essential Duties and Responsibilities
  • Operational Accounting & Compliance Support
    • Provides operational accounting and compliance support by reviewing financial transactions to ensure accurate funding source usage, proper account classification, and adherence to allowable expense guidelines. 
    • Maintain documentation in accordance with internal control and audit standards, and proactively identify discrepancies, trends, and potential compliance risks, escalating issues as appropriate to safeguard financial integrity.
Procurement (Finance Support Only)
  • Provide finance-focused support for procurement activities by reviewing transactions to ensure correct funding accounts are used and expenses comply with allowable funding source guidelines. 
  • Validate that procurement charges align with approved budgets and allocations, flagging any non-allowable or misclassified expenses to the Senior Financial Analyst – Operations & Compliance. 
  • Maintain audit ready documentation to support funding determinations. This role is not responsible for vendor selection, executing purchases, negotiating contracts, or approving procurement decisions.
Travel & Meal Expenses (Finance Support Only):
  • Provide finance-focused support for travel and meal expenses by reviewing transactions to ensure correct funding account usage and compliance with allowable expense guidelines. 
  • Verify that travel charges align with approved funding sources, document and report any funding-related noncompliance to the Senior Financial Analyst – Operations & Compliance, and assist in tracking compliance trends to support oversight and accountability. This role is not responsible for managing travel bookings, approving travelers, or handling operational communications.
Accounts Receivable Support:
  • Provide support for accounts receivable activities by monitoring outstanding invoices and AR aging and assisting in the preparation and review of AR reports. 
  • Ensure all accounts receivable transactions are properly documented and comply with internal controls, and coordinate with Financial Operations on collection-related documentation and escalations to maintain accurate and accountable financial records.
Reimbursements & Documentation Oversight
  • Provide oversight for reimbursements by reviewing submissions to ensure required receipts, approved exceptions, and accurate funding source usage. 
  • Track and verify receipt exceptions, confirm necessary approvals, and ensure all reimbursement documentation is complete, accurate, and audit-ready.
Payroll & Operational Expense Monitoring
  • Support monitoring of operational payroll and related expenses, including student wages, one-time salary commitments, and part-time salaries. 
  • Identify any funding or allocation discrepancies and communicate necessary corrections to the Senior Financial Analyst – Operations & Compliance and the FP&A team as appropriate, ensuring accurate financial tracking and alignment with budgets.
Compliance Tracking & Reporting
  • Manage compliance tracking by maintaining detailed logs of funding noncompliance, exceptions, and required corrections.
  • Prepare summaries and operational reports for Finance leadership, and support internal reviews, audits, and compliance inquiries to ensure adherence to financial policies.
Cross Functional Coordination
  • Collaborate cross-functionally with FP&A, HR, Procurement, and Operations teams to address funding corrections, budget alignment, and operational payroll issues. 
  • Serve as the primary finance point of contact for questions related to operational funding compliance, providing guidance and ensuring consistent adherence to financial policies and procedures.
Performs other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
  • Three (3) years years of experience in:
    • Accounting or financial operations
    • Compliance driven financial environments
    • Transaction review and documentation
Preferred Qualifications
  • Experience in a higher education, research, or public sector environment.
  • Familiarity and experience with:
    • Accounts receivable processes
    • Reimbursement and travel expense reviews
    • Payroll or operational expense monitoring
Experience using ERP or financial management systems.
Knowledge, Skills and Abilities
  • Strong understanding of:
    • Funding source restrictions
    • Allowable expense principles
    • Financial controls and audit requirements
High attention to detail and strong organizational skills. Strong analytical and review skills. Attention to detail and documentation accuracy.
