Job Description
Eastern Shore Community College is a member of the Virginia Community College System. The College serves the residents of Accomack County and Northampton County as a two-year institution of higher learning. Operating under policies established by the State Board for Community Colleges and the Eastern Shore Community College Board, the college is financed primarily with state funds, supplemented by contributions from the two counties and the Eastern Shore Community College Foundation.
The part-time Financial Specialist will be responsible for managing the fiscal operations of the Adult Education program, including tracking and reporting of more than eight state and federal grants. This role ensures financial accuracy, regulatory compliance, and timely reporting using both ESCC’s financial systems and the Virginia Department of Education’s OMEGA platform.
Work with the Regional Adult Education Program Manager to ensure proper oversight of all fiscal aspects of the Adult Education program, including compliance with local, state, federal, and ESCC-specific financial regulations. Establish and maintain accurate financial records for all Adult Education grants. Prepare, reconcile, and submit monthly financial reports. Create and process necessary budget amendments in ESCC’s financial system and the VDOE OMEGA system. Ensure the integrity of all financial, accounting, and budget records. Monitor grant spending to ensure funds are used appropriately and fully by the end of each grant cycle. Provide timely, accurate, and detailed financial reports as required.
Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications | Demonstrated experience in accounting, budget analysis, data management, or financial management. Proven ability to analyze, interpret, and evaluate financial data for fiscal decision-making. Proficiency in using automated financial systems and Excel. Strong organizational skills, attention to detail, and ability to prioritize tasks. Excellent communication skills, both written and verbal. Ability to work under pressure and meet deadlines consistently.
Additional Considerations | Experience with governmental accounting and/or grant/contract accounting in a higher education environment.
