Job Description Summary | The Human Resources Department at Eastern Oregon University in beautiful La Grande, Oregon is seeking an
HR Department Administration Coordinator and Assistant to VPFA and VPSA.
The HR Department Administration Coordinator has triple roles serving EOU: Provides broad administrative support and coordination to the HR Department. The incumbent is central to the HR Department providing competent, user-friendly and streamlined administration and technical compliance guidance across the full array of HR service areas including recruitment, candidate evaluation and selection, employment, administration, payroll support, employee benefits support and other support services. Administrative Assistant to the VP of Student Affairs (SA) responsible for developing intra-office communication protocols, streamlining administrative procedures, student staff supervision and task delegation; and serving as a planning and resource person for VPSA. Administrative Assistant providing general administrative support and calendaring coordination to the VP Finance & Administration (F&A) including administrative support for the VPFA and Board of Trustees. Incumbent reports to the Assistant Director of HR/Employee Benefits Manager.

Position is responsible for delivering top-quality professional work, building and refining high-trust relationships with employees at all levels of the University, and being a collaborative, positive “can-do” team member of the HR Department.HR Department Essential duties (65%):Completing HR Department administrative work in a wide variety of HR-related areas. Providing general administrative support to the Human Resources Department including researching and assembling data from a variety of sources to provide accurate, often complex reports along with drafting correspondence and analysis in support of change recommendations and project management. Ensuring new hire, promotion, transfer, and job change paperwork is completed and processed. Processing personnel action forms, reimbursement documents and other HR related items and ensuring proper approvals. Providing webpage management, data-entry, reporting, and analysis in multiple information systems. Employee recruitment planning and candidate selection guidance working directly with hiring managers and search committees to ensure comprehensive planning and effective talent acquisition of high quality, first-choice candidates. Coordinating multiple, simultaneous hiring efforts including drafting vacancy postings, coordinating job postings and fulfilling PeopleAdmin ATS administrator responsibilities. Monitoring the University’s compliance with all discrimination regulations, internal policies, and procedures in recruiting and search activities. Explaining human resources policies, procedures, and employment laws and advising all employee groups in manners that enhance operational performance and minimize administrative barriers. This may include EOU campus policies and procedures, OPU-SEIU and EOU-AAP Collective bargaining agreements, EEOC, PPACA, FLSA, BOLI, ADA, USERRA, FMLA/OFLA/PMFL, Oregon Equal Pay Act, Oregon PECBA, Oregon OARs, and other applicable federal and state harassment and discrimination laws in relation to pre-employment and employment.
Assistant to the VPSA Essential duties (20%):1. Office Management Confidential support to VPSA to include student conduct, personnel matters, budget management, management of Student Affairs websites. Organize office operations; ensure protection and security of files and records; transfer and dispose of records according to retention schedule. Organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based upon understanding of organization policies, activities. Maintain and coordinate Infoline communications from various campus partners. Manage supplies and support ordering for departments within Student Affairs. 2. Budget Administer and monitor the budget for the Office of VPSA; assist with development, reconciliation and analysis of E&G budgets for Division of Student Affairs; approve invoices for payment to include purchase orders and Journal Vouchers in FIS/Banner. Provides forecasts and fiscal funds information to VPSA and serves as Division liaison to Finance and Administration. Administer budget for Student Health & Counseling Center (SHS001) to assure compliance with expectations of contract with medical provider. Procurement Card custodian. 3. Student TravelEnsure all University travel involving students is appropriately authorized with timely completion of Student Travel documentation; ensure compliance with risk management policies; coordinate with the Risk Manager and Security; problem solve issues and concerns with College leadership, faculty and staff; ensure file sharing with appropriate personnel for access to records in case of emergency.
Assistant to the VPFA Essential duties (15%): 1, General administrative support and calendaring coordination to the VPFA2. Division-specific adminitrative support to the EOU Board of Trustees: Support the F&A related chairs of the Student Affairs and Academic Affairs, the Finance Committees, and full Board in meeting functionality. Ensure F&A compliance with Board guidelines for material publication. Facilitate coordination of meetings between university leadership, committee chair, and others. Complete minutes and publication of F&A materials for compliance with Board values/public records. Work with other administrative support staff with preparing F&A Board meetings/materials.
Minimum Qualifications |
Education:BS/BA in Human Resource Management, Business, or related field.
Experience and SkillsTwo (2) or more years of professional HR administrative excellence: Friendly, emotionally mature interpersonal skils. Strong organizational and time management skills with high standards for accuracy and timely work completion. Administration of recruiting, applicant evaluation, search committee support, professional referencing, hiring decision review in compliance with all EEOC and related federal and Oregon discrimination regulations, and new employee orientation and onboarding. Working familiarity with government rules, regulations and laws including EEOC, PPACA, FLSA, BOLI, ADA, FMLA/OFLA/PMFL, Oregon Equal Pay Act, USERRA, Oregon PECBA, Oregon OARs, and all other applicable federal and state harassment and discrimination laws in relation to pre-employment and employment. Knowledge and ability to write and format policy, procedures, guides, manuals and technical, accurate correspondence. Competent in thinking critically and independently in order to successfully complete multiple tasks and assigned projects with overlapping priorities. Competent in resolving common administrative and employee relations issues. Strong PC skills (Microsoft Office, internal systems data entry, report generation). Competent in organizing and completing larger, complex tasks from initial assignment to completion. Ability, skill and knowledge to keep decision makers informed, prepared and organized. Proficient in the handling of procurement procedures and highly confidential background and degree verification material. Strong independent work ethic, developed problem-solving skills and competence to prioritize tasks and produce expected outcomes. Familiar with internal task initiation and approval processes (e.g, purchase cards and travel expense reimbursement processing).
Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment. Preferred Qualifications | One (1) or more years of experience in: Human resources administration and management in higher education at a public university in Oregon. Advanced interviewing and candidate assessment experience. Researching, interpreting and applying applicable state employment related regulations nationwide. Compensation administration. Managing the full array of state and federal leaves of absence options.
