Job Description | General Description:
The Human Resources Onboarding Specialist manages the onboarding and pre-employment process for assigned employee groups, ensuring all hiring actions are completed accurately, efficiently, and in compliance with applicable policies and regulations. This role serves as the primary point of contact for onboarding, background checks, and employment processing following the selection of a candidate.
Working in close coordination with Talent Acquisition Consultants and HRIS team, the Onboarding Specialist ensures a seamless transition from candidate selection to hire, supporting a positive onboarding experience while maintaining compliance with DHRM, VCCS, and federal requirements.
Duties and Tasks:Manage onboarding processes for new hires and transfers, including initiating, tracking, and completing onboarding activities in Avature or applicable systems. Conduct and review pre-employment background checks, complete E-Verify, and ensure all hiring documentation is accurate, complete, and meets established standards prior to hire. Ensure all onboarding and hiring activities comply with federal and state laws, as well as DHRM, VCCS, and College policies, and maintain accurate recruitment and onboarding files. Prepare and extend salary offers in accordance with established guidelines, and partner with Talent Acquisition Consultants and hiring managers or designee to ensure a smooth transition from selection to hire. Serve as the primary contact for candidates during onboarding, providing clear communication, guidance, and support to ensure a positive experience. Monitor onboarding timelines and data, ensuring accuracy within HR systems and identifying opportunities to improve efficiency and effectiveness. Collaborate with Talent Acquisition Consultants and HR team members to support consistent service delivery, resolve issues, and enhance overall hiring and onboarding processes.
Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications | KSAs: Strong attention to detail and organizational skills, with the ability to manage multiple onboarding processes simultaneously. Ability to interpret and apply policies, procedures, and regulatory requirements (DHRM, VCCS, and federal guidelines). Strong analytical and problem-solving skills, with the ability to identify and resolve issues in a timely manner. Effective written and verbal communication skills, with a focus on providing clear guidance to candidates and hiring managers. Ability to manage competing priorities in a fast-paced, high-volume environment. Demonstrated ability to maintain confidentiality, integrity and exercise sound judgment in handling sensitive information. Strong customer service and relationship management skills, with the ability to work effectively with diverse stakeholders. Proficiency in HR systems, applicant tracking systems, and onboarding platforms (e.g., Avature, PeopleAdmin, or similar systems). Required Qualifications: Experience in human resources, onboarding, recruitment support, or a related HR administrative function. Experience using HRIS or applicant tracking systems. Demonstrated effective and professional customer service experience.
