Brief Job Descripton:
Intellectual and developmental disability (IDD) Services and Pre-Admission Screening and Resident Review (PASRR) is expanding the reach of IDD Habilitative Specialized Services (IHSS), an array of services that supports individuals with IDD living in nursing facilities. We are seeking qualified and passionate professionals to help scale and strengthen this essential program across Texas.

The IDD Habilitative Specialized Services (IHSS) Training Specialist reports to the Manager of the IDD and PASRR Training Unit. The position works under supervision, with some latitude for the use of initiative and independent judgment.  The position develops curriculum and provides training to Local IDD Authority (LIDDA) staff  and contracted providers on the responsibilities and functions of coordinating and delivering IHSS.  The position uses knowledge and experience related to the LIDDA performance contract, Texas Administrative Code rules, and applicable state and federal regulations. May present in virtual classroom settings, small classroom settings, or large conference venues. The IHSS Training Specialist will also assist with ongoing development and revisions of curriculum and other training materials as needed. Researches and analyzes the PASRR processes and guidelines in order to successfully present course materials. Gives feedback to management and lead developers regarding course improvements. Uses adult learning techniques to impart knowledge. Continually looks for ways to improve skills and initiate new methods to teach.

Some travel to locations across Texas to provide training is expected. Must represent the agency with professionalism at all times. Must be able to utilize independent judgment and work independently and in teams. 

Essential Job Functions:    
  • Develops training curriculum and submits requests and/or suggestions to team leads or manager for training improvements including curriculum changes. (25%)
  • Provides training to Local IDD Authority (LIDDA) staff  and contracted providers on the responsibilities and functions of coordinating and delivering IHSS. (25%)
  • Ensures appropriate curriculum and training materials are available for training sessions. (10%)
  • Facilitates training sessions and workshops for agency customers using appropriate presentation style. (10%)
  • Creates a learner centered environment during training sessions. (10%)
  • Facilitates learning of course content. (10%)
  • Collaborates with other units/departments to ensure training material is accurate and promotes successful outcomes for people receiving IHSS. (5%)
  • Monitors effectiveness of class/course material and obtains policy clarification for specific classes/courses as needed. (5%)

Knowledge, Skills, and Abilities: 
Knowledge of: IDD Habilitative Specialized Services (IHSS), PASRR process, MI and IDD services, LIDDA and nursing facility programs and processes benefiting individuals with IDD and MI. Knowledge of adult training principles, procedures, and techniques; of education principles, practices, and techniques; of learning management and learning content management systems; and of instructional design and curriculum development. 

Skill in:assessing changes in policy, processes, and procedures to identify training material revision needs. Skill in communicating verbally and in writing. Skill in use of computer and software packages (e.g., Word, PowerPoint, etc.). Strong writing and editing skills. Skill in evaluation, assessment and problem solving. Skill in oral and written communication, in instructing others, and in facilitating workshops. 
Ability to: interpret complex materials and apply the knowledge appropriately. Ability to gather, assemble, correlate and analyze facts. Ability to devise solutions to problems. Ability to formulate learning objectives, to develop training objectives, to evaluate the effectiveness of training, to assess training needs, to communicate effectively. Ability to multitask and prioritize work. Ability to meet deadlines. Ability to adapt to change and maintain flexibility.      

Initial Screening Criteria:
At least 3 years experience working with people with an intellectual or developmental disability. (required)
At least 2 years experience with Preadmission Screening and Resident Review (PASRR). (required)
At least 2 years providing staff training. (preferred)
