Instructional Designer (1099 Contractor)
We are seeking a highly skilled, detail‑oriented Instructional Designer to support the design and development of engaging learning experiences for the national U.S. Department of Labor’s Registered Apprenticeship Academy This role will work closely with Registered Apprenticeship subject matter experts to create high‑quality, learner‑centric content for stakeholders at the local, state, and federal levels.
The ideal candidate has a strong background in instructional design, excels at translating complex information into clear and engaging learning materials, and is comfortable working in fast‑paced, collaborative environments.
Duties and Responsibilities
Conduct needs assessments and gap analyses to inform instructional strategy.Research, write, and structure instructional content based on SME interviews and client input.Collaborate with cross‑functional teams to design creative instructional solutions aligned with client technical environments.Develop high‑quality learning assets, including e‑learning modules, instructor‑led training materials, job aids, and assessments.Design assessments that accurately measure learner mastery of defined outcomes.Develop and maintain training standards, guidelines, and documentation.Review and analyze externally developed training products for quality and alignment.Perform product testing and coordinate with external product teams as needed.Maintain course documentation, version control, and training records.Respond to customer service inquiries requiring advanced knowledge of training products and environments.Support instructor development programs and maintain related records.
Required Qualifications
Bachelor’s degree and/or a minimum of 5 years of relevant instructional design experience.Experience designing learning across multiple modalities (eLearning, ILT, VILT, video, etc.).Demonstrated experience creating learning for both synchronous and asynchronous environments.Strong understanding of the ADDIE model and Kirkpatrick evaluation methodology.Excellent writing, communication, presentation, and customer service skills.Ability to stay current with industry trends, best practices, and emerging technologies in instructional design and e‑learning.
Preferred Qualifications
Experience designing training for federal agencies.Knowledge of 508 compliance requirements.Human‑centered design experience.Familiarity with the national Registered Apprenticeship system.
