About the Role:
The IT Governance & Planning Manager serves as the central coordinator of project demand, resource management, and stakeholder engagement for the Division of Information Technology. Reporting to the Director of Program Management and Policy in the VPCIO Office, this role provides institution-wide visibility into IT project requests and staff capacity, ensures alignment with strategic priorities, and enforces compliance with division and university standards. The position also functions as the primary liaison between the PMO and departments, strengthening relationships, facilitating governance, and supporting long-range planning.

Lead the centralized intake and categorization of project demands through ServiceNow. Validate project charters for clarity of purpose, objectives, scope, and compliance with standards. Coordinate the annual portfolio planning cycle and maintain a rolling five-year IT roadmap. Extend planning every other year to distributed IT at Columbia campuses and comprehensive institutions, including contact maintenance, survey distribution, and analysis of results. Ensure project categorization follows approved thresholds (strategic projects, large operational projects, or non-project work).

Oversee creation and maintenance of all staff resource plans (KTLO, Admin, and Project), ensuring compliance with Division requirements such as the 20% Admin buffer. Ensure project resource plans align with resource group estimates and project timelines. Administer the Resource Management Issue Resolution Process, coordinating escalations and resolutions with resource managers, project managers, and leadership.
