Are you an Instructional Designer with a passion for creating impactful training experiences? Do you excel at designing and delivering innovative learning materials from concept to implementation? Pinellas County Learning & Development is seeking an Instructional Designer to develop comprehensive lessons, topics, and subtopics for various training programs and initiatives. Using your foundational knowledge in learner-centered training, you will create engaging and effective educational content. Your role will include designing, implementing, and facilitating instructor-led and virtual instructor-led training as well as eLearning programs that significantly enhance team performance and customer satisfaction.

As a member of the Human Resources Learning and Development Team, you will lead initiatives aimed at enhancing organizational capabilities. By partnering with key stakeholders, you will align learning strategies with business goals, optimize existing solutions, and implement innovative programs. You will utilize learning and development technology to boost efficiency, scalability, and impact while assessing business outcomes. Your collaboration with Human Resources, subject matter experts, and business leaders will be essential in analyzing learning needs and designing impactful solutions. Additionally, you will act as a trusted learning partner to 10 organizations (Appointing Authorities) that have diverse workforces within the Unified Personnel System. Collaborating closely with cross-functional Learning and Development leaders and key business partners, you will identify and prioritize initiatives for maximum business impact. RESPONSIBILITIES:

Learning and Development
  • Create and sustain training programs tailored for various learner groups, incorporating adult learning principles to enhance the overall learning experience.
  • Conduct dynamic in-person and virtual training sessions that utilize learner-centered design principles and adult learning theories to maximize engagement and retention.
  • Elevate the learner experience through innovative facilitation techniques that are scalable across the organization, ensuring integration of adult learning principles.

Instructional Design
  • Collaborate with the Director of Learning and Development to design and plan training strategies that address current and future organizational needs.
  • Create and organize e-learning resources, support materials, and instructor-led training tools to meet the diverse needs of learners.
  • Demonstrate strong content curation skills by gathering data from multiple sources and organizing it meaningfully for learners.
  • Develop innovative collateral and digital assets that enhance the learning experience, with a focus on user experience.
  • Design measurement and evaluation tools to assess learner understanding and demonstrate return on investment (ROI).
  • Create clear, measurable learning objectives that align with business goals and learner needs.
  • Advocate for the use of best practices in instructional design and adult learning principles throughout the organization.

Build Relationships
  • Partner with key stakeholders and business functions to conduct needs assessment, understand the learner's needs to ensure that solutions are relevant, integrated, and support business priorities.
  • Ability to coach and mentor others (including peers) on how to design and deliver learning solutions that maximize employee engagement, development, and business outcomes.

Project Management
  • Provide strong project management skills, including attention to detail, ability to organize, plan, and execute while leading cross-functional teams.
  • Determine and define the project scope and desired outcomes, ensuring alignment and clarity on roles and responsibilities.
  • Ability to manage competing priorities, balancing multiple projects in a dynamic, fast-paced environment from inception through implementation while bringing stakeholders along.

Knowledge, Skills, and ABILITIES:
  •  A degree or certification in Performance Technology, Instructional Design, Adult Learning, or Human Resources is strongly preferred.
  • Minimum of 5 years of experience in instructional design and facilitation, including analysis, curriculum design, and project management. A working knowledge of learning management systems and learning experience systems is essential.
  • Proven experience in designing and delivering training solutions using a blended methodology approach, with a focus on instructional design and facilitation.
  • Ability to work both independently and collaboratively to accomplish assignments with minimal supervision.
  • Proficient in Microsoft Office, Articulate Storyline, Adobe Suite, and/or other e-learning software and technologies, as well as learning management and learning experience systems.
  • Comfortable with new technology and able to quickly learn and use new software applications, including those related to learning metrics and analysis.
  • Experience integrating AI tools and technologies to enhance learning experiences and improve instructional design processes.
  • Excellent verbal, written, and interpersonal communication abilities.
  • Strong problem-solving skills to identify challenges and develop practical solutions in instructional design and learning development.
