  • Work closely with project managers, functional team members, and system administrators to design, develop, test, and implement project changes.

  • Create and review Technical and Functional Designs and handle unit testing and code bundling using PeopleTools 8.58 or later.
  • Lead testing efforts and update documentation for impacted database platforms.
  • Bachelor's degree and 5-7 years of related experience required, including 5+ years with PeopleSoft 8.x HR application development.
  • Two full lifecycle PeopleSoft HR, Payroll, and/or Finance implementations and 5 years of Oracle SQL experience required.
  • Higher education or public sector PeopleSoft implementation experience and demonstrated leadership ability preferred.

Lead PeopleSoft HR Developer (Techno-Functional) Full Description

Position Summary
Reporting to the Sr. Director, Finance, HR & EDM Applications, the Lead PeopleSoft HR Developer (Techno-Functional) will work with the People at Columbia (PAC) PeopleSoft HRMS & Payroll Functional and Development teams to develop application code, unit test, and troubleshoot issues for Columbia University's PeopleSoft Human Resources application. This role requires deep functional knowledge of Oracle/PeopleSoft, TLAM, and Human Resources and Payroll business processes, acting as the senior business analyst for the PAC team.

Responsibilities
  • Act as Subject Matter Expert and primary contact for system users for functional and technical support covering HCM modules including TLAM and Payroll.
  • Provide ongoing support and expertise for PeopleSoft TLAM/Payroll, with strong knowledge of TLAM configuration management principles.
  • Conduct impact analysis, application development, and unit testing to ensure the quality of the PAC systems application's design and development standards.
  • Develop new processes and code, custom enhancements to existing code, and application patches, fixes, and upgrades.
  • Perform data and process analysis, code documentation, and performance tuning.
  • Work closely with project managers, functional team members, and system administration teams to design, develop, test, and implement project-related changes.
  • Work in a technical and business analyst capacity with a strong understanding of HRMS and Payroll business processes, relational databases, and PeopleSoft table structure.
  • Develop business requirements documentation, process workflow diagrams, functional specifications, and user acceptance test scripts.
  • Prepare functional and technical documentation to support business process changes.
  • Lead testing efforts and update documentation and impacted processes for database platforms.
  • Create and review Technical and Functional Designs, unit testing, and bundling/unbundling of code using PeopleTools 8.58 or later.
  • Weekend and off-hour work may be necessary on occasion.
Minimum Qualifications
  • Bachelor's degree and/or equivalent required; minimum 5-7 years of related experience.
  • 5+ years of relevant work experience with PeopleSoft 8.x development for HR applications (v. 9.0 a plus).
  • Experience working on enterprise-wide projects, including two full lifecycle PeopleSoft HR, Payroll, and/or Finance implementations.
  • 5 years of experience with PeopleSoft development tools and Oracle SQL.
  • 5+ years of PeopleSoft development and integration experience with upgrades and patches, and developing PeopleSoft interfaces into legacy and third-party systems.
  • Excellent knowledge of the PeopleSoft HR database model and systems development life-cycle methodology.
  • Strong written and verbal communication skills; demonstrated ability to work in a fast-paced, deadline-driven environment.
Preferred Qualifications
  • Experience with enterprise-wide, large-scale implementations, ideally in Higher Education or the Public sector.
  • Experience supporting application release management, project roll-outs, or operational processing during non-business hours.
  • Experience working within a matrix environment; demonstrated leadership ability.
