Job Responsibilities/Duties
The Learning and Development Manager will drive and execute development strategies that create a high-performing, sustainable organization that meets the current and future strategic and operational needs of Hanford Tank Waste Operations and Closure, LLC (H2C). This leader will collaborate with leaders across the Company to ensure the successful execution of talent management strategy, talent platforms, and learning & development programs and initiatives that aligns the development of people with business needs.

Duties / Responsibilities:
* Develops an overarching strategy, program and project plan to rapidly accelerate learning and development within H2C.
* Develops and implements innovative learning strategies, methodologies, and curricula based on needs analysis of business priorities and forecasted needs.
* Designs and delivers leadership development programs, management training, and other learning initiatives based on adult learning principles and utilizing a variety of modalities (i.e., instructor-led, e-learning, simulations, peer learning).
* Design and implement a leadership and management suite of programs tailored to the needs of front-line supervisors.
* Design and develop a performance management system that aligns with current best industry practices.
* Recruit key resources to staff the Learning and Development function.
* Uses current best practices to design and implement best-in-class learning resources, including training materials, guides, toolkits, videos, and e-learning modules.
* Conduct benchmarking both internal and external to the nuclear industry
* In support of succession planning and leadership development, develops competency models and implements behavioral assessments to facilitate coaching and development programs.
* Design and implement tools that guide the selection and promotion of managers at all levels in the organization
* Collaborates with staff responsible for L&D across business units to track and align training and professional development offerings to the talent strategy.
* Curates and adapts existing learning content from internal and external sources to meet the diverse needs of the workforce.
* Establishes metrics and feedback methods to assess the effectiveness and impact of learning programs on individual and business performance. Trends learning data to identify areas for improvement in learning initiatives and programming.
* Develops strategic visuals of learning data (i.e., dashboards) to foster informed and data-driven programming decisions by the HR Leadership Team.
* Builds the capacity of internal trainers to effectively facilitate learning activities across the organization.
* Engages with external training vendors, educational institutions, and industry partners to leverage resources and expertise in learning and development.
* Maintains strong knowledge of trends, strategies, methodologies, and curricula in leadership development and broader L&D.
* Develop and manage a budget for the Learning and Development program.

Required Qualifications
Grade 22:
* BA/BS in Organizational Development, Educational Technology and Instructional Design, Human Resources or related discipline and 15 years experience specifically related to adult skills learning and leadership development or combination of education and experience

Grade 23:
* BA/BS in Organizational Development, Educational Technology and Instructional Design, Human Resources or related discipline and 17-20 years experience specifically related to adult skills learning and leadership development or combination of education and experience

Desired Qualifications
* Prior experience implementing and administering behavioral assessments (i.e., DISC, MBIT, Predictive Index, Hogan Challenge, etc.)
* Minimum 3 years experience in the nuclear or related industry

Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.

Hiring Range Minimum: $162,863
Hiring Range Maximum: $246,613
