Position Summary
The Program Manager, Learning and Development leads the design and execution of Access’s non-clinical learning strategy, with a key focus on building Access University—a centralized platform for leadership and professional development. This role partners with leaders across the organization to align learning initiatives with strategic goals, foster a culture of continuous development, and drive performance excellence. Ideal for candidates passionate about learning innovation and organizational growth.
Core Job Responsibilities
- Lead the strategy and execution of Access University, establishing it as a best-in-class platform for enterprise-wide leadership, professional, and role-based development.
- Design, develop, and deliver innovative learning programs using instructional design frameworks, adult learning theory, and digital learning technologies.
- Build structured leadership development pathways tailored to career stages, succession planning, and future leadership needs.
- Collaborate with managers and senior leadership to assess organizational capability gaps and align learning strategies with business priorities.
- Drive a multi-modal learning approach, integrating instructor-led training, e-learning, microlearning, and on-the-job development experiences.
- Lead end-to-end program management, including needs analysis, stakeholder engagement, content development, delivery, evaluation, and iteration for impactful, scalable learning solutions.
- Manage and optimize learning platforms (LMS), ensuring content accessibility, user engagement, compliance tracking, and data integrity.
- Supervise and coach Learning Specialists, fostering a collaborative, high-performance team focused on learner experience and program excellence.
- Establish robust metrics and feedback mechanisms to evaluate program impact, learning outcomes, and ROI—using data to drive continuous improvement.
- Oversee vendor and partner relationships, ensuring alignment with learning goals, budget adherence, and high-quality service delivery.
- Championing a culture of learning and growth, serving as an internal consultant to promote knowledge sharing, innovation, and professional development across the organization.
- Ensure compliance with all internal policies and regulatory requirements, maintain accurate records, audit readiness, and reporting as needed.
- Other duties as assigned.
Requirements/Preferences
- Bachelor’s degree in HR, Education, Organizational Development, or related field
- Five (5) plus years of experience in learning program design and delivery
- Skilled in instructional design, facilitation, and learning technology
- Strong project management and communication skills
- Proficient with LMS platforms and digital learning tools

- Normal office environment regularly, Health Center environment occasionally
- Local travel between health centers and community events is required; mode of transportation required

ACCESS is a Network of Federally Qualified Health Centers treating patients on the frontlines of community-based health care. Depending on position applied/being recruited for, candidates may be required to be vaccinated against communicable diseases and provide supporting documentation proving that they are properly vaccinated, or apply for religious and/or medical vaccination exemption as a part of the application process.
The pay ranges provided represent the minimum to mid-range for positions. Actual compensation will be determined based on a combination of factors including years of experience, educational background, market conditions, and available grant funding.
