Job Summary:
Under general supervision, the Learning & Development Specialist designs, delivers, and facilitates organization-wide employee growth and performance improvement initiatives. This role acts as a strategic partner in building instructional frameworks, learning programs, and educational experiences that reinforce continuous growth, skill advancement, and adherence to organizational and regulatory requirements.

Principal Duties

Principal Job Duties:
  1. Collaborate with HR leadership to assess training needs and drive the end-to-end planning and execution of key employee and supervisor development programs and training activities; develop and maintain training courses, online tools, and learning materials; and facilitate learning across multiple delivery methods, including in-person classroom, self-paced, and online platforms.
  2. Assist with the evaluationand implementation of a uniform city-wide performance management program.  This includes assessing the current review processes, overseeing the digital migration to an online performance platform and driving change management efforts to ensure the successful rollout of newly established performance standards.
  3. Enhance workforce performance by identifying performance trends and addressing them through targeted learning solutions, curriculum improvements, and focused development initiatives.  Manage theend-to-end training function by assessing ongoing development needs, designing training content, implementing instructional strategies, facilitating classroom and virtual training, and coordinating city-wide development programs.
  4. Oversee the New Employee Orientation Program and related on-boarding communications, in collaboration with HR team members.  Partner with team members to coordinate logistics, deliver presentations, and ensure a seamless, welcoming, and compliant onboarding experience for all newhires.
  5. Oversee the administration and maintenance of the City’s talent management system, including the tracking of employee certifications and training activities; define and establish standard procedures for system implementation, data governance, and cross-functional integration with other core HR modules; and support the continuous improvement of HR technology by assisting in the evaluation, selection, and implementation of future learning management systems (LMS). 
  6. Manage employee registration andattendance tracking for all in-house training workshops and sessions.  Maintain comprehensive training records and compile statistical data to evaluate overall program participation and effectiveness.
  7. Ensure organizational compliance with federal, state, and local employment legislation by leading the design and rollout of compliance training initiatives and collaborating with HR leadership to implement updates.
  8. Participate in the development and implementation of cross-functional HR programs, operations,and special projects as assigned.
  9. Perform other related duties as assigned.

Qualifications

Job Qualifications:
Minimum: Bachelor’s Degree in Human Resources, Business Administration, Organizational Development, or a closely related field and five (5) years of progressive Human Resources experience with a specific focus on developing and administering employee training, organizational development programs, and employee relations; or an equivalent combination of education and experience

                     Texas Driver’s License

Exceptional interpersonal and communication skills (verbal & written) 

Demonstrated ability to deliver impactful presentations and facilitate training sessions for all organizational levels, while successfully establishing and maintaining collaborative, effective working relationships across diverse city departments

Demonstrated experience administering Talent Management Systems (TMS) or Learning Management Systems (LMS)

Demonstrated ability to remain flexible and effectively manage multiple competing priorities

Strong working knowledge of local, state and federal employment laws and regulations (e.g., FLSA, FMLA, ADA, EEO)

                 Broad experience with supervisory competencies, employee development, performance management frameworks, and Performance Improvement Plans (PIPs), with the ability to translate this knowledge into effective coaching and targeted learning opportunities

Thorough knowledge of progressive discipline and corrective action processes, including documentation and policy enforcement 

Proficiency with computers and various software programs; and exposure to e-learning authoring tools

Preferred: Six (6) or more years of professional experience in instructional design, curriculum development, and training delivery with specific expertise in soft skills, supervisor leadership, and performance management programs

Master's degree in human resources, Business Administration, Organizational Development, or a closely related field

                        Experience implementing an organization-wide individual development/career coaching system 

                        Certified Professional in Talent Development (CPTD) and/or related HR certification

Human Resources and/or municipal government experience, strongly preferred
