Are you passionate about creating engaging, learner-centered content that drives real results? Join our team as an Instructional Designer - Leadership Development and help shape the future of learning at Pinellas County Government.

As the Instructional Designer in Learning & Development, you will create, design, and deliver innovative and effective learning materials from initial concept through implementation. You will lead and contribute to a team that develops engaging solutions to communicate ideas and captivate end users through innovative learning experiences.

As part of the Human Resources Team, you will drive initiatives to build organizational capabilities. By partnering with key stakeholders, you will align learning strategy with business goals, optimize existing solutions, and implement innovative programs. You will leverage L&D technology to enhance efficiency, scalability, and impact while measuring business outcomes. In collaboration with Human Resources, SMEs, and business leaders, you will analyze learning needs, design, develop, and implement solutions that impact development.

You will support the Unified Personnel System as a trusted learning partner to 10 organizations (Appointing Authorities) with diverse workforces. Additionally, you will work closely with cross-functional Learning and Development leaders and key business partners to identify the right solutions and prioritize initiatives for the greatest business impact.

This position has a hybrid work schedule. 

RESPONSIBILITIES: 

Learning and Development
  • Discover, design, develop, implement, and sustain world-class training programs specifically tailored for leadership development. Incorporate adult learning principles to create experiences that enhance leadership capabilities across various learner groups.
  • Utilize Learner-Centered Design principles and adult learning theories to develop and build experiences that enhance the learner experience, with a particular emphasis on leadership development.
  • Drive innovation that elevates the learner experience in a scalable way throughout the organization, ensuring that adult learning principles are integrated and leadership development is prioritized.

Instructional Design
  • Develop, organize, and plan a comprehensive leadership development strategy in collaboration with the Director of Learning and Development, tailored to current and future leadership needs.
  • Plan and design learning materials and tools, including e-learning, support resources, virtual and in-person instructor-led training, and other materials to meet the identified needs of learners.
  • Demonstrate strong content curation skills to gather data through multiple sources and organize it meaningfully for learners to experience leadership development.
  • Create innovative and impactful collateral and digital assets to enhance learning and development, with user experience at the core.
  • Establish measurement and evaluation designs and develop assessment instruments to ensure learners understand and show ROI.
  • Create clear, measurable learning objectives aligning with business goals and learner needs.
  • Champion the use of best practices in instructional design and adult learning principles across the organization.

Build Relationships
  • Partner with key stakeholders and business functions to conduct needs assessment, understand the learner's needs to ensure that solutions are relevant, integrated, and support business priorities.
  • Ability to coach and mentor others (including peers) on how to design and deliver learning solutions that maximize employee engagement, development, and business outcomes.

Project Management
  • Provide strong project management skills, including attention to detail, ability to organize, plan, and execute while leading cross-functional teams.
  • Determine and define project scope and desired outcomes, and ensure alignment/clarity on roles and responsibilities.
  • Ability to manage competing priorities, balancing multiple projects in a dynamic, fast-paced environment from inception through implementation while bringing stakeholders along.

KNOWLEDGE, SKILLS, AND ABILITIES: 
  • Bachelor's degree or certification in Performance Technology, Instructional Design, Adult Learning, or Human Resources, strongly preferred.
  • Minimum of 7 years of experience in instructional design, analysis, curriculum design, and project management, with a working knowledge of learning management systems and learning experience systems.
  • Minimum of 5+ years of experience in designing, developing, and delivering leadership development solutions using a blended methodology approach.
  • Ability to work independently and collaboratively to accomplish assignments with minimal supervision.
  • Proficient in Microsoft Office, Articulate Storyline, Adobe Suite, and/or other e-learning software and technologies, as well as learning management and learning experience systems.
  • Comfort with new technology and ability to learn quickly and use new software applications, including those related to learning metrics and analysis.
  • Experience integrating AI tools and technologies to enhance learning experiences and improve instructional design processes.
  • Excellent verbal, written, and interpersonal communication abilities.
  • Strong problem-solving skills to identify challenges and develop practical solutions in instructional design and learning development.
