The Human Resources Team of Oregon Department of Human Services (ODHS) is hiring a Learning & Development Specialist 2 position to deliver exceptional customer service. This role involves assessing workforce needs, managing organizational development projects, offering consultation, conducting strategic needs assessments, analyzing workforce data, performing research, facilitating policy reviews, and providing leadership training.

Summary of Duties
As a Learning & Development Specialist you will:
  • Provide expertise, consultation, and technical assistance to Human Resources and program customers to solve workforce development issues.
  • Assess organizational and programmatic needs in collaboration with HR, managers, ODHS programs and external partners by conducting qualitative data analysis to inform workforce outcome measures.
  • Design, develop, implement, and facilitate agency-wide training that supports ODHS workforce through the talent life cycle. 
  • Provide diverse learning formats: in-person, online, blended, and asynchronous adhering to adult learning principles, ensuring learner accessibility, equity, engagement, and workforce retention.
  • Coordinate and schedule training through Workday Learning Management System (LMS) and tracks completion and serve as a subject matter expert, providing consultation to employees at all levels.
  • Research trends in adult learning to enhance knowledge and stay current on learning tools and learner accessibility best practices and applies project management methodologies across all phases of learning. 
  • Deliver customized solutions that align with ODHS agency goals and strategic operational strategic plans
 
Minimum Qualifications 
Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment.
OR
Five years of work experience designing, planning, and implementing organizational development strategies.

A bachelor’s degree in education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

  • Program Knowledge: In-depth understanding of Human Resources HR functions, both strategically and operationally. Solid understanding of HR operations, including policy implementation and managing HR functions. Demonstrated knowledge and understanding of (HR) processes, policies, laws, best practices, and ethical standards 
  • Communication Skills: Demonstrated ability to effectively articulate and exchange information with internal and external partners. Articulates clear thoughts and ideas in multiple settings and audiences. Ability to accurately represent the organizational goals. Fosters trust in the workplace through direct, respectful, and transparent interactions with internal and external partners.
  • Adaptability: Demonstrated ability to thrive in a dynamic, fast-paced environment. Open to change and able to adjust strategies, priorities, and workflows in response to evolving organizational needs or unexpected challenges. Comfortable working with ambiguity and committed to continuous learning and improvement. 
  • Visionary Leadership: Ability to manage Human Resources functions with a strong Human Resources business acumen, navigating complex organizational needs, leading with a vision to ensure alignment among business goals and HR practices.
  • Organizational Development: Collaborate with internal and external partners to identify issues, generate alternatives, and develop solutions to agency goals. Facilitate quality improvement projects. Advise management on methods to bring change into effect and recommend strategies to improve work systems. Design processes for and facilitate problem-solving meetings and strategic planning sessions. Advise managers on developing performance measures to obtain strategic objectives. Identify barriers and recommend strategies to effect organizational change or improve systems. Assist management in executing organizational change strategies.
  • Consultation: Provide expertise, consultation, and technical assistance to agency staff, managers, and program customers to solve workforce issues. Ability to assess individual, program, or organizational workforce needs, establishing objectives, and specifying the strategies and actions to achieve objectives.
 
 Preference may be provided to candidates who have supervisory experience

Working Conditions 
  • The duties of this position can support hybrid remote work, with in-person attendance to meetings and training and development sessions across the state as needed to support our agency workforce and ODHS Strategic goals. 
  • Travel, irregular hours, and evening or weekend work will sometimes be required, with occasional out-of-state travel for conference attendance.
  • Must have a valid driver's license and an acceptable driving record or secure an alternate method of transportation that allows for immediate and timely attendance to meetings or training sessions.
  • Daily work with diverse training participants who may be being counseled on performance or other development needs. Interactions may be charged or emotional with frustrated or upset employees.
  • Work may be conducted under pressure and critical deadlines, with possible interruptions.
  • Work may also require packing and carrying boxes, training equipment, materials and supplies up to 50 lbs., and moving tables up to 30 lbs.
