Job Summary:

The Decision Intelligence Manager will lead a team responsible for building and delivering scalable, user-friendly analytics and reporting solutions to support enterprise decision-making. This role will oversee the implementation of Power BI as the university's primary BI platform, managing the transition from Tableau and establishing best practices for BI development, deployment, and adoption. The ideal candidate will bring deep expertise in Power BI and experience with modern cloud-based data platforms. They will collaborate with data engineering, governance, institutional research colleagues, and across campus to ensure BI solutions are comprehensive, secure, and aligned with organizational priorities. The Decision Intelligence Manager will play a pivotal role in shaping business intelligence and reporting capabilities, driving adoption, and enabling data decision making.

Key Responsibilities:

Platform Leadership & BI Strategy
• Lead the university's migration from Tableau to Power BI, including planning, execution, testing, and user adoption.
• Build and scale a Power BI program that enables institutional reporting, self-service analytics, and advanced visualizations.
• Leverage Microsoft Fabric and related technologies to support BI solutions, streamline data integration, and enhance performance.
• Partner with data governance stakeholders and partners to ensure BI solutions align with institutional data governance policies, security practices, and compliance requirements.
Establish BI development standards, templates, and best practices for consistency, usability, and accessibility.

Technical Delivery & Support
• Design, develop, and maintain scalable Power BI data models, reports, and dashboards using DAX and Power Query.
• Support performance optimization, version control, and deployment processes for BI solutions.
• Guide the conversion of high-value Tableau dashboards into Power BI, validating accuracy and improving usability.
• Provide Tier 2/3 technical support for BI users and coordinate with IT/data engineering teams to resolve complex issues.
• Monitor system usage, adoption trends, and feedback to continuously improve user experience.
Stakeholder Engagement & Collaboration
• Collaborate with leaders across the University to define key metrics, reporting needs, and analytic priorities.
• Train and support BI developers, analysts, and power users to foster a strong Power BI community.
• Communicate insights and opportunities to leadership through compelling dashboards, reports, and presentations.
• Promote data literacy and help embed BI into operational and strategic decision-making processes.

Team Leadership
• Supervise and mentor BI analysts or developers, fostering a culture of innovation, quality, and service.
• Coordinate with IT and data engineering teams to ensure BI solutions integrate seamlessly with enterprise data platforms.
• Manage vendor relationships, licensing, and resource allocation for BI tools.

This position is considered essential and may be required to work at the normal work location or an alternative location during a major catastrophic event, weather emergency, or other operational emergency to help maintain the continuity of University services.

Physical Demands:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.

Preferences:
• Experience in higher education, public sector, or similarly complex organizations.
• Experience operating within the Microsoft Fabric platform or other similar cloud technologies / ecosystems (e.g.; Snowflake, Databricks, Looker, Azure, AWS).
• Experience leading a migration effort from Tableau to Power BI, or a migration similar in scope.
• Experience in change management / training user communities / driving adoption.
• Experience building a business intelligence program from the ground up.
• Experience using Jira or similar tools for project and work tracking.

Minimum Qualifications

Education: Bachelor's degree from an accredited college or university.

Experience: Three (3) years of professional experience supporting the operations, maintenance, and administration of data systems, analytics platforms, or data management programs. One (1) year leading or supervising professional staff.

Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

KNOWLEDGE, SKILLS, & ABILITIES:
Knowledge of data privacy and security principles and practices necessary to protect systems and data from threats.
Knowledge in areas of subject matter expertise such as databases, data modeling, ETL, reporting, data governance practices, metadata management, data stewardship, and/or regulatory compliance.
Skill in SQL or programming/scripting languages (e.g.; Python) used for integrations, data pipelines, report development, and data management.
Skill in adapting communication style to different audiences, including technical, business, and executive stakeholders.
Skill in the use of office productivity software such as Office 365 or Google Workspaces.
Ability to lead presentations and training for large groups.
Ability to manage communications and relationships with technical and business stakeholders.
Ability to collaborate effectively with other Managers, Assistant Directors, and Directors to identify and solve problems, make improvements, and address ongoing issues.
Ability to provide a team with effective direction and support in implementations using standards and techniques that lead to a repeatable and reliable solution.
Ability to ensure documentation standards and procedures are implemented for all team responsibilities.
Ability to define deadlines and manage the quality of the work delivered.
Ability to comprehend and handle interpersonal dynamics, demonstrate empathy towards team members, and effectively manage conflicts or challenging circumstances.
Ability to coach and mentor team members in order to enhance their performance, provide constructive feedback, and support skill development.
