Program Manager, Outreach Full Description

PAY GRADE:  30E

Context of the Job:

The Department of Human Development and Family Sciences (HDFS) within the College of Education and Human Development is a diversified Department with undergraduate and graduate programs that require a close working relationship with the State of Delaware, Federal Agencies, local school systems, and numerous Health and Service agencies. 

The Department houses the Delaware Institute for Excellence in Early Childhood (DIEEC). The DIEEC supports early childhood workforce and programming services for children aged six weeks to twelve years of age through the translation of evidence-based practices to community-based settings as well as the generation of new knowledge via applied research. The DIEEC serves the state and nation through the provision of professional development for early childhood educators in family childcare and center-based programs, technical assistance to early care and education programs through Delaware’s quality rating and improvement system, direct services to children and families through the New Directions Early Head Start program and applied research in diverse early care and education settings.

The Program Manager, Outreach works under the general direction of the Associate Director, Communications. This position will develop, implement, and coordinate outreach strategies and campaigns in line with the strategic vision and priorities of the DIEEC.

This position is a full-time grant-funded position. 

Major Responsibilities:

  • Coordinates, develops, and implements outreach and engagement strategies to promote the DIEEC.
  • Collaborates with Delaware early childhood educators, DIEEC staff, community leaders, and state early childhood partners to understand and improve program engagement.
  • Leads, evaluates, and adapts DIEEC outreach strategies, using data for progress monitoring and to inform quality improvement efforts.
  • Contributes to long-range strategic planning for the DIEEC.
  • Acts as a liaison with community partners throughout Delaware.
  • Contributes to the preparation of reports and maintenance of records to meet contractual deliverables.
  • Performs job-related duties as assigned

Qualifications:

  • Bachelor’s degree required, Master’s preferred, in early childhood education, communications, or related field, with four years job-related experience, or equivalent combination of education and experience.
  • Knowledge of marketing and public awareness, as well as in depth knowledge and experience in planning and implementing outreach and engagement strategies.
  • Knowledge of early childhood development, early care and education environments, and recommended practices for early care and education.  
  • Must be detail-oriented and proficient in Microsoft Office suite of tools and Google suite of tools.
  • Experience with program planning, implementation, and evaluation.
  • Effective oral and written communication skills.
  • Experience in collaboration and building partnerships as well as the ability to interact with a diverse group of individuals.  
  • Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures, and backgrounds.
