Program Technician 1 Full Description

Department Overview: 
The Tax & Compliance department of OHSU Finance, the division of OHSU charged with the overall responsibility of accurately processing, reporting and interpreting the institution's financial transactions at the consolidated level, is responsible for ensuring compliance with OHSU policies and regulatory agencies with a focus on mitigating risks and fostering a culture of continuous learning.
 
This position in the Tax & Compliance department of OHSU Finance is primarily responsible for providing technical support to staff and users by interpreting IRS regulations and program policies, reviewing program operations for iExpense, travel and disbursement requests, reviewing and making recommendations for policy change, writing/updating work manuals. Function/Duties of Position: 

Operational Review
  • Perform audit and operational review of iExpense employee reimbursements, Procurement Card (Pcard) reconciliation and travel operations for compliance with the applicable Federal and State laws, IRS regulations, rules, OHSU policies, guidelines, and procedures.
  • Conduct reviews of employee reimbursements and Pcard reconciliation operations to ensure compliance and alignment with the standards set forth by the applicable Federal and State laws, IRS regulations, rules, OHSU policies, guidance, and procedures.
  • Identify operational strengths and weaknesses, risks of non-compliance and determines recommendations for corrective actions and follow-ups.
  • Compile and write training summary reports; periodically lead team of analysis of employee reimbursements and Pcard reconciliation operations.
Technical Consultation
  • Technical consultation for iExpense employee reimbursements and Pcard reconciliation, travel employees and non-employee reimbursements. 
  • Interpret applicable laws, rules, regulations, program policies, guidance, and procedures to OHSU members across the organization and representatives of outside agencies. 
  • Act as technical policy advisor to OHSU members in the program administration of employee reimbursements and Pcard reconciliation. Write technical memorandums and reports, write and/or revise guidance and procedure manual(s); design and develop employee reimbursement and Pcard program related forms, guidelines, job aids; participate in employee reimbursement and Pcard reconciliation program planning, operational and review projects and meetings. 
  • Act as technical policy advisor to users across the organization. 
  • Act as a communications link within OHSU regarding the employee reimbursements and the Pcard reconciliation programs to ensure compliance with the applicable laws, regulations, rules, policies and procedures.
  • Develops and maintains forms and participates in program planning, operational and review meetings for iExpense reimbursements and Pcard, travel employees and non-employee programs.
Program Training and Customer Service
  • Identify training needs, develop and deliver technical training on applicable IRS regulations, applicable Federal and State laws, OHSU policies, guidelines, and procedures for employee reimbursements, Pcard reconciliation, travel operations.
  • Prepare, develop and update training and procedure manuals for the OHSU users across the organization.
  • Provides support, guidance, resolution to inquiries received from employees, managers, fiscal authorities regarding employee reimbursements and Pcard reconciliation items.
Other Duties as Assigned Required Qualifications: 
  • Three years of experience administering or coordinating parts or subsets of a project or program.
  • A bachelor’s degree in Business Administration, Management, Public Administration, or a field directly related to the position will substitute for two years of the required experience.

Job Related Knowledge, Skills and Abilities (Competencies):
  •  Extensive experience working with Word, Excel, Outlook, and Teams.
  • Experience using complex database systems to input and access data. 
  • Demonstrated track record of high attention to detail, collaboration, organizational skills, timeliness, accuracy, independence, problem-solving and seeking additional resources when necessary. 
  • Ability to prioritize tasks in a fast moving environment to ensure smooth service to end-users. 
  • Ability to work and problem-solve independently and exercise substantial independent judgement with minimal supervision. 
  • Excellent interpersonal and communication skills; written and verbal.
