Advertised Job Summary
Coordination and oversight of capital projects for the Department of Facilities of the University of South Carolina including overall monitoring of contract development and administration, the planning, design, bidding, construction, administration and close out phases of project performance.
Job Related Minimum Required Education and Experience
  • Requires a bachelor’s degree in a job related field and 2 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials
Preferred Qualifications
  • Master’s degree in Construction Management, Architecture, Engineering or related field from an accredited college or university and 6 years demonstrated project management experience with the design, construction and management of major construction building projects;  OR
  •  Bachelor’s degree in Construction Management, Architecture, Engineering or related field from an accredited college or university and 8 years demonstrated project management experience with the design, construction and management of major construction building projects.

  • Professional certification as a construction manager, professional project manager, or licensure as an Architect or Engineer in the State of South Carolina is preferred but not required.
  • Experience with Higher Education, Medical or Athletics programming, design and construction. Ability to manage and oversee multiple complex design and construction projects.
Knowledge/Skills/Abilities
  • Knowledge of principles and practices of modern architecture, design engineering and facility construction/maintenance. 
  • Knowledge of codes, laws, rules and regulations governing the construction and/or modification of facilities. 
  • Knowledge of principles and practices of effective project management. 
  • The ability to interpret and apply rules and regulations; manage work and provide guidance to colleagues; make presentations and prepare reports; manage and prioritize a large and complex work load with short time frames; make decisions with limited information and a strong knowledge base; resolve problems and communicate outcomes; interpret plans; interact with various levels of personnel; communicate effectively both orally and in writing; use technology; solve problems; utilize conscious decision making; and build teams and involve stakeholders. 
  • Knowledge of contractual responsibilities, processes and procedures governed by the AIA architectural agreements (Series A, B and C).
  • Ability to oversee the work of subordinate architects, engineers or construction managers.
  •  Ability to establish positive working relationships with customers/clients, superiors, subordinates, associates, design and construction consultants, and with State, Local and/or Federal professional personnel and other public and/or private sector organizations and individuals.

  • Coordinate with FPDC clients and college leadership to develop and manage clients or college capital project needs.
  • Manage assigned capital projects from conception to user occupancy.
  • Manage and participate in the procurement and Office of State Engineer Manage the designer selection process for Architects / Engineers (A/E) by collaborating with business partners on soliciting, evaluating and submitting design contracts to procurement for execution.
  • Manage the Ensure A/E’s contracts and ensure process and deliverables are in compliance with the expectations of the work.
  • Ensure all vendor contracts, such as A/E, are paid in a timely manner and process amendments if required.
  • Participate in the bid process in accordance with state procurement guidelines by; submitting complete documentation for bid to procurement, ensuring that the A/E and procurement coordinate effectively, representing FPDC at pre-bid meetings, assisting with bid evaluations, and attending bid openings

  • Oversee the design process, ensuring that it stays on schedule, on budget and meets with and involves the correct end users and facilities personnel while developing the programing to ensure the final scope is correct.
  • Ensure all critical industry milestones, pre-design, SD and to CD are met including receiving and reviewing mandatory cost estimates, are provided by the A/E, and that the design isare within budget.
  • Perform QA/QC check before bidding. Oversee value engineering if project is over budget.

  • During the construction phase conduct regular site visits to ensure the project is in compliance with the work.
  • Ensure all project parties are following all regulatory, code and legal processes as dictated by the Office of State Engineer.
  • Collaborate with the A/E by and documenting progress of the project, via in a field reports.
  • Establish & attend regular OAC meetings as the Owner’s Representative to ensure the project remains on schedule and on budget.
  • Update internal budget monthly, negotiate and process contractor change orders and review and approve monthly pay applications and updated schedules.
  • Ensure that project is being built according to the approved plans and specifications and that the A/E is performing their contract administration duties.

  • During the closeout process, ensure that the project scope of work has been completed per approved drawings and specifications before accepting the project as substantially complete. Ensure that the A/E’s create a thorough punch-list. Ensure that the contractor completes the punch-list in the contractually allotted amount of time.
  • Ensure that all project close-out documentation is received.
  • Perform all project close-out in a timely manner.
  • Follow through with any warranty issues that arise during the post-construction one-year warranty period.

  • Represent the interests of USC throughout the planning, design and construction process by maintaining knowledge of industry standards, state procurement law, Office of the State Engineer (OSE) regulations and applicable building code and knowing when to involve these authorities.
