Senior Budget Analyst Full Description

Pay Range:
The UMass President’s Office expects to pay within an approximate hiring range between $80,000 - $100,00 for this position. The specific pay for this position will be determined by the University based on consideration of all relevant factors when and if it decides to extend an offer of employment.

Primary Work Location:
50 Washington Street, Westborough, MA. Hybrid work schedule.

Job Summary:
The Senior Budget Analyst for the UMass System Office is generally responsible for the collection, organization, analysis, and reporting of University financial data.  Senior Budget Analysts are responsible for:  understanding the University’s policies and guidelines;  collaborating with system office departments and campus staff to collect data and prepare reports in various areas of University’s budget;  working with campus finance teams to monitor and forecast revenues and expenses and state appropriations as well as other ad hoc requests as needed; identifying and monitoring key budget issues and priorities; actively participating on various working groups and policy development teams as needed; and assisting in the preparation of Board presentations and materials.

Essential Functions:
  • Work with colleagues in the system office and on campuses to support the preparation and consolidation of the Annual Operating Budget, Five-Year Forecast, and Quarterly reporting, including the development of data requests and templates, compilation, validation and analysis of campus information, and research on historical and peer experience.
  • Serve as the primary analyst for one or more University campuses, as assigned, building strong relationships and working collaboratively with campus stakeholders.
  • Complete independent analysis of campus financial data and identifying data points and trends that support such analysis.
  • Facilitate the preparation of the University’s Student Charge proposals (Tuition & Fees) working closely with campus budget offices to compile, analyze and prepare proposals and reports. 
  • Facilitate the preparation of the weekly enrollment and admissions tracking report.
  • Assist in the analysis of financial proposals or policies, including existing or proposed programs or policies of the campuses, system office, Board, legislature, executive office, or other state agencies or the federal government. 

Other Functions:
  • Support other projects and initiatives of the System Office as needed.
  • Perform other related duties as assigned.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience):
  • Bachelor’s degree in a related field required.
  • Minimum of seven years’ progressively responsible work experience in related field.
  • Expertise with analytical tools such as MS Excel, Word, and PowerPoint.
  • Familiarity with financial and accounting principles.
  • Strong analytical and communication skills.
  • Detail-oriented; strong organization and communication skills.
  • Strong problem solving and project management skills while having the ability to manage changing/multiple priorities in a highly interactive and confidential environment.
  • Must be able to interact effectively within a team environment.

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience):
  • Master’s degree preferred.
  • Prior supervisory experience preferred.
  • Knowledge of PeopleSoft Finance and HR systems, Oracle Enterprise Performance Management, as well as the State MMARS/MOSAIC system a plus.
  • Experience in a higher education or government setting preferred.
  • Proficiency visualizing complex data and presenting actionable insights to senior leadership and university stakeholders.

Working Conditions:
  • Must be able to travel occasionally to all UMass campuses and the Boston central office.
  • Typical office environment.
  • May requires occasional hours on nights and weekends.
