Summary
Plans, manages, and coordinates complex data services program activities and personnel requiring multi-disciplinary collaboration and broad program scope; manages enterprise database management strategies/operations and enterprise application systems; exercises leadership to create, design, implement, assess, and revise programs or activities of the section.

Qualifications
Required
  • Any combination of education and experience equivalent to a bachelor's degree in public administration, computer science, information technology, or a related field.
  • Five (5) years of experience in enterprise database management, enterprise application systems, and/or data warehouse and reporting, or a related field, some of which shall have been in a supervisory or leadership role.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Knowledge of theories, procedures, practices, expertise, materials, and methods related to database management and design.
  • Knowledge of and ability to implement current information technologies, systems methodologies, and best practices related to data information systems.
  • Knowledge of applicable local, state, and federal laws and regulations.
  • Skill in system development, implementation, and integration practices and techniques.
  • Skill in personnel, financial, and administrative management.
  • Proficiency in the use of data compilation, analysis, and reporting.
  • Ability to prepare written technical reports as well as prepare short and long term plans.
  • Ability to interpret, assess, and recommend modifications to procedures, regulations, and legislation.
  • Ability to effectively prioritize tasks and lead teams in multiple projects.
  • Ability to facilitate meetings and/or present information to groups.
  • Ability to act as liaison with various departments, providing effective communication between users and shared decision making in database applications.
  • Ability to communicate effectively, both orally and in writing.

Major Duties/Essential Functions
  1. Creates, designs, and oversees the broad activities of data services to include enterprise data repository management, data security, and data analytics at the operational and strategic levels.
  2. Manages all phases of system development to include analysis of needs and resources; system design and development; and design and implementation of system testing processes, installation, maintenance, and post-production audits.
  3. Leads the data services staff responsible for the data repository infrastructure, database design, data analytic solutions, and data security of mission-critical information systems and ensures that the data in the repositories are secured and accessible by authorized data consumers and systems in a cost-effective and efficient manner.
  4. Coordinates data services activities to include data analysis, data modeling, documenting business practices, documenting systems to support the business practice, information modeling standards, and server database administration support.
  5. Oversees web development and application development.
  6. Ensures School Board policies are interpreted and implemented into work activities for the section.
  7. Assists with the planning of policy and short- and long-term objectives.
  8. Plays a key role in developing strategies for achieving the goals contained within the Fairfax County Public Schools Strategic Plan and is accountable for outcomes.
  9. Directs the development of long-range program plans, staffing profiles, human resources management, and related strategies and procedures that ensure the program mission is accomplished.
  10. Oversees and participates in the preparation of the operating budget for the office and establishes controls over expenditures by allocating and assigning resources, both physical and human.
  11. Prepares and/or coordinates written and oral reports and analyses to identify and interpret trends or patterns in data sets that communicate key insights.
  12. Manages risk and matters of compliance related to local, state, and federal regulations, policies, and mandates.
  13. Represents the program, department, or the Division in negotiating or facilitating resolution regarding matters of significance.
  14. Presents information and recommendations to senior management team or School Board.
  15. Develops and maintains working relationships with school, county, and outside agency personnel.
  16. Facilitates meetings with community groups or employee associations.
  17. Negotiates and/or manages contracts, grants, partnership agreements, and/or memoranda of understanding/agreements.
  18. Oversees the work of vendors or contractors.
  19. Performs related duties as required or assigned.

Work Environment/Physical Requirements
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
