Job Summary
General Atomics (GA), and its affiliated companies, is one of the world’s leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.

We are hiring an experienced and highly effective Sr. Manager, Learning & Organizational Development to work from our Torrey Pines campus in San Diego, CA. This role will lead the enterprise assessment of organizational needs and the design, development, and implementation of solutions that facilitate strategic talent management as well as the development of executives and emerging leaders.

This role reports directly to the Senior Director of Talent Management and leads a team of Learning and OD Advisors to cultivate a strong and cohesive enterprise strategy for enhancing organizational effectiveness and introducing transformational change across GA.

DUTIES & RESPONSIBILITIES:
  • Manages a team of learning and organizational development advisors to deliver enterprise--wide strategies, training, development opportunities and processes
  • Directs the development, specification, implementation, administration and maintenance of the company's learning system technology and process management. Develops policies and user training and processes; tests and evaluates release of new features and upgrades.
  • Partners with stakeholders in Human Resources or Technical Training to understand business demands and to establish an efficient and engaging learning platform for end-user training.
  • Coordinates activities with outside vendors and IT to manage integration to enterprise systems and data transfers. Analyzes organizational structures, responsibilities, reporting relationships and work processes to determine solutions that will increase organizational effectiveness.
  • Partners with other HR professionals and senior executives to develop, assess, facilitate and/or lead training and organizational development interventions, programs and processes to support business objectives and strategy implementation.
  • Collaborates with human resource business partners to develop and implement change management and employee engagement strategies.
  • Develop and implement strategy to integrate talent management processes across COEs, including competency management/integration.
  • Oversees the execution of the employee engagement survey and evaluates the impact of the resulting action plans.
  • Oversees the execution of HR projects, including all hands meetings
  • Partners with our executive leadership teams to design, facilitate and monitor the Talent Review process and develop specific plans to address talent gaps & planned moved/succession
  • Advises business groups and has oversight of development of dashboards, record tracking, ROI metrics, reporting tools, enrollment and process alternatives. Selects, develops and evaluates personnel to ensure the efficient operation of the function.
  • Prepares budgetary recommendations that meet departmental goals and provide for effective management of resources.
  • Performs other duties as assigned or required.

Job Qualifications
  • Typically requires a bachelor's degree in business administration or a related discipline and thirteen or more years of progressive training, development and OD professional experience, with at least seven of those years managing training, development and OD processes and personnel. Additional professional experience or formal training in human resources may be substituted in lieu of education.
  • Must have extensive expertise in the application of training and development principles, concepts, theories, regulations, change, organizational design practices and comprehensive project leadership skills including organizing, planning, scheduling, and coordinating projects to meet established deadlines or milestones.
  • Success in coaching organizational leaders at the executive level related to Talent Management, Leadership, and DEI
  • Demonstrated leadership presence, collaboration and influence across the organization
  • A strategic partner and systems thinker with an ability to connect people to talent strategy, and processes across the enterprise
  • A creative thinker that develops solutions focused on the future of work and dynamic needs a culture, and its people
