Supervisor, Web Development & Engineering (Supervisor, IT Applications) Full Description

Department Overview: 
The mission of the Information Technology Group (ITG) is to develop, implement and maintain technology-based services and solutions enabling OHSU to effectively manage information to accomplish its missions.
 
We're Oregon Health & Science University's Digital Strategy team. We're the developers, web and security engineers, analysts, user experience and customer support experts who manage OHSU's digital presence. We design, implement, optimize and maintain a collection of Drupal content management systems (CMS), custom applications, and 3rd-party integrations for OHSU's public website and intranet.

Function/Duties of Position: 
Supervise web development and engineering team members
  • Provide daily oversight and training of staff.
  • Support and encourage team members when facing challenges.
  • Mentor team members in agile and scrum principles.
  • Prepare and deliver annual employee performance reviews.
  • Help team members identify and achieve short and long-term career goals with input from the Digital Strategy Director.
  • Collect metrics to measure product performance, and web development and engineering team performance and effectiveness.
Lead technical strategy
  • Lead the technical strategy for the team in partnership with the Director of Digital Strategy, from idea to design initiation, guiding research, exploring options, and making informed decisions for new products, new features, feature enhancements, and content types.
  • Provide guidance on technical decisions and lead the team in decision-making when there are differing perspectives.
  • Provide high-level concepts, product specifications, and technical architecture blueprints.
  • Foster a culture of continuous improvement based on user research, available data, technical capabilities, and business requirements or constraints.
Oversee web development process
  • Collaborate with the Digital Strategy Director to define and communicate value, manage backlogs efficiently, help plan sprints and assign work for the development and engineering team.
  • Guide the development and engineering team to focus on outcomes, achieving “done increments”, and managing blockers to adhere to sprint schedules and deadlines.
  • Actively lead sprint planning and refinement sessions, ensuring clear value description, direction setting, and understanding of obstacles.
  • Monitor sprint progress and ticket status and assist in problem-solving and reevaluation of points assignments during sprints.
  • Take ownership of identifying blockers beyond the team’s control and transparently communicate about blockers and improvement opportunities to the director.
  • Assist in troubleshooting and resolving coding or design issues and contribute to final product testing.
  • Respond to escalated support inquiries, assessing priority of reported issues and assigning work mid-sprint as needed to balance customer satisfaction with planned sprint outcomes.
  • Facilitate meetings effectively and promote open communication and collaboration.
Lead department initiatives
  • Critically evaluate information gathered from multiple sources to clarify business needs and help architect technical solutions. Solutions may be documented as requirements, wireframes, mockups, use cases or other prototypes to demonstrate intended user experience or technical functionality.
  • Responsible for coordinating the efforts of web development and engineering team members and communicating with project managers about the status of tasks and deliverables.
  • Participate in long-term planning with the Director of Digital Strategy to provide strategic guidance for key software and team initiatives.

Other duties as assigned Required Qualifications: 

Education
  • Bachelor’s degree in Computer Science, Information Systems, or a related field, or an equivalent combination of education and experience.
  • Equivalent combination of education and experience where one year of experience will be substituted for an Associate’s degree and two years of experience will be substituted for a Bachelor’s degree.
Experience
  • At least five years of progressively responsible IT experience, including one year in a lead or supervisory role.
  • Proven experience in a similar technical leadership role within a software development environment.
  • Experience with making complex decisions and influencing team performance.
  • Extensive experience in software development.
  • Experience with various programming tools, development platforms, and technology environments.
  • Experience developing in, or supporting developers in, shared web environments.
  • Extensive experience translating end user and business requirements into technical solutions.
  • Minimum of two years of experience serving as a solution architect, technical business analyst, developer or engineering lead role on digital projects.
  • Experience using ticket-tracking software and writing documentation.

  • Ability to handle technical details while focusing on the overarching system and how specific components contribute to the overall goal.
  • Deep understanding of agile development and DevOps methodologies and practices.

Preferred Qualifications: 
  • A master’s degree in computer or information science.
  • Experience within a healthcare or higher education organization or academic medical center.
  • Experience supervising entry level through senior staff working on digital products.
  • Experience building sites with the Drupal CMS.
  • Fluency in coding languages like PHP, CSS, JavaScript, HTML, JSON, XML.
  • Familiarity with web technologies such as node.js, Angular, and modern architectural paradigms like cloud platforms, server-side applications and web applications.
  • In-depth understanding of systems design practices.
  • Familiarity with data modeling, database design, and Unified Modeling Language (UML).
  • Project management experience in a healthcare, higher education, or academic medical center setting.
  • Demonstrated ability with project management tools.
  • Demonstrated understanding Drupal content management system, both in functionality and key concepts.
  • Capable of building prototypes to demonstrate ideas to the team and explore various designs, styles, and features to find optimal solutions.
  • Understanding of responsive web design and the impact on mobile and web user experience when developing technical solutions.
  • Understanding of digital marketing and communications concepts, including search engine optimization and content strategy.
  • Ability to effectively communicate technical concepts to a non-technical audience.
