The Systemwide Advisor for Talent Acquisition and Management provides strategic leadership and systemwide coordination for talent acquisition, talent development, and talent management across the Virginia Community College System. This role ensures a consistent, equitable, and high‑quality employee experience for all 23 colleges, the System Office, and the Shared Services Center (SSC).
Reporting to the Associate Vice Chancellor for Human Resources, the Director leads the development of unified talent strategies, modernizes HR practices, strengthens workforce capability, and partners closely with college HR leaders and executive leadership to advance the VCCS mission of student success, workforce development, and community impact.
Systemwide Talent Acquisition Leadership
Establish and maintain standardized, equitable recruitment and selection practices across all VCCS entities. Lead systemwide strategies to expand and diversify talent pipelines, including partnerships with educational institutions, industry, and community organizations. Provide expert consultation to HR leaders and hiring managers on job design, sourcing strategies, competency alignment, and selection processes. Oversee the optimization of applicant tracking systems and recruitment technologies. Develop systemwide tools, templates, and training to ensure consistent hiring practices and a strong employer brand.
Talent Development & Learning Strategy Design and implement systemwide learning and development programs, including onboarding, leadership development, and compliance training. Build and maintain competency‑based frameworks that support career progression and professional growth across the VCCS. Partner with colleges to identify skill gaps and create targeted development strategies. Manage learning platforms, vendor relationships, and curated resources to support continuous learning. Evaluate program effectiveness and recommend improvements based on data and feedback.
Talent Management & Workforce Planning Lead systemwide workforce planning efforts, including forecasting, succession planning, and organizational capability assessments. Support colleges in implementing performance management processes that reinforce accountability, growth, and alignment with VCCS values. Develop and maintain systemwide job architecture, classification guidance, and competency models. Provide consultation on organizational design, change management, and workforce transitions. Analyze workforce data and trends to inform strategic decision‑making and policy development. Support colleges with reorganizations and restructuring, reviewing plan submissions and offering feedback and recommendations.
Policy Alignment, Governance & Collaboration Ensure talent practices align with VCCS policies, DHRM regulations, and state and federal employment laws. Partner with the SSC to streamline and improve HR processes that impact recruitment, onboarding, and employee development. Facilitate consistent interpretation and application of policies across all colleges. Represent the VCCS in statewide HR workgroups, committees, and professional networks. Lead communities of practice to strengthen HR capability and promote systemwide alignment.
Relationship Management & Customer Service Build strong, trust‑based relationships with HR leaders, hiring managers, and campus partners across the system. Provide responsive, high‑quality consultation and support to ensure consistent service delivery. Serve as a strategic advisor to senior leadership on talent‑related issues, risks, and opportunities.
Special Assignments | May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications | Education and Experience Master’s degree in Human Resources, Business Administration, Organizational Development, or related field Significant progressive experience in talent acquisition, talent development, or talent management Strong knowledge of federal and state employment laws, including Title VII, ADA, ADEA, Pregnancy Discrimination Act. Proven experience in managing EEO compliance programs. Experience in organizational design and development. Familiarity with job classification systems, talent management platforms, and workforce analytics. Strong knowledge of HR best practices and public sector HR operations. Experience designing and delivering training or development programs. Exceptional communication, facilitation, and relationship building skills. Demonstrated ability to manage sensitive and confidential matters with discretion and sound judgment. Ability to build trust and collaborate effectively with diverse stakeholders across multiple institutions. Proven ability to lead projects, manage competing priorities, and drive systemwide alignment. Demonstrated leadership experience in complex, multi site organizations.
