In this pivotal role, you will help shape a culture of continuous learning, growth, and adaptability across a workforce of more than 3,700 culturally and professionally diverse employees. As a trusted advisor and strategic partner, you will design, deliver, and coordinate development programs that strengthen individual and organizational performance while aligning with County-wide goals.
Responsibilities
Specific duties include:
- Designing, developing, and delivering engaging instructor-led, virtual, eLearning, and blended training programs to create impactful learning experiences that drive engagement and performance;
- Designing, implementing, and managing County-wide mentorship programs that foster professional growth;
- Facilitating group training sessions, workshops, and cohort programs to build leadership capacity, communication, adaptability, and team collaboration;
- Conducting needs assessments and evaluating training effectiveness through surveys, feedback, and performance metrics;
- Coordinating with external vendors to ensure high-quality training resources and service delivery;
- Supporting performance management initiatives and workforce planning activities to build organizational capability and readiness for the future; and
- Supporting the County’s learning management system (LMS), reporting, and promotion of development opportunities.

Qualifications
Minimum:
- Bachelor's degree in Organizational Development, Education, Human Resources, or a related field;
- Considerable experience in instructional design, curriculum development, or learning and development; and
- Experience designing and delivering both instructor-led and e-learning content using tools such as Articulate Storyline, Adobe Captivate, and Camtasia.
Substitution: Additional qualifying experience can be substituted for the educational requirement. Additional education can be substituted for the experience requirement.
Desirable: Preference may be given to candidates with experience in one or more of the following:
- Managing and supporting Learning Management Systems (LMS) and SCORM compliance;
- Coordinating with and overseeing training vendors, with additional skills in graphic design and multimedia editing;
- Demonstrating expertise in Microsoft Office applications (Outlook, Teams, SharePoint) and experience with Oracle Cloud Learn and Perform systems; and/or
- Maintaining a professional portfolio of instructional design projects and holding relevant certifications such as CPTD, Adobe Captivate Specialist, or Articulate Storyline Certification.

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
Driver’s License: The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Additional Information
Work Hours: Monday to Friday, 8:00 a.m. to 5:00 p.m., with flexibility and telework options available by agreement with the supervisor.
