POSTING TYPE: Entry-Level and Promotional
Current City Employees may apply, but must have completed initial Civil Service probationary period and must have received a satisfactory performance rating on their last evaluation to receive promotional preference.
 
ENTRY LEVEL SALARY: $57,072
PAY GRADE RANGE: $57,072 - $91,315 (Pay grade 314)
 
CIVIL SERVICE EXAM: Written Exam (60%) + Training & Experience Questionnaire (40%)
 
ESSENTIAL FUNCTIONS
Performs a variety of professional-level duties to support human resources functions, including but not limited to: training, workforce development, performance management, recruiting, compensation, compliance, and HRIS operations.
Leads City-wide HR programs, projects, and initiatives for assigned HR functional areas.
Oversees personnel processes in HRIS; maintains accurate employment data and generates reports to support organizational planning and compliance.
Coordinates employee lifecycle activities such as hiring, promotions, and separations; ensures accurate and timely processing.
Streamlines departmental processes, advances Human Resources operations, and automates repetitive tasks.
Responds to employee inquiries and resolves issues in a professional manner.
Maintains accurate and compliant employee records.
Assists with audits, open records requests, and related compliance reporting.
 
MARGINAL FUNCTIONS
Performs related work as required.
 
KNOWLEDGE, SKILLS AND ABILITIES
Strong attention to detail and organizational skills.
Proficiency with HRIS systems and Microsoft Office Suite.
Ability to handle sensitive information with discretion and integrity.
Knowledge of federal, state, and local employment laws.
Knowledge of Civil Service Merit Board Rules and Regulations, City of Knoxville Administrative Rules, and relevant City codes and ordinances impacting the human resource management function.
Problem-solving ability and progress-driven approach.
Strong written and verbal communication skills for interacting with employees, candidates, and external agencies.
Ability to manage projects, prioritize tasks, and meet deadlines.
Ability to provide excellent customer service; supports internal and external stakeholders with professionalism and responsiveness.
Adaptable to change; responds flexibly to evolving procedures, technologies, and organizational needs.
 
PHYSICAL REQUIREMENTS
This position consists of primarily sedentary work, requiring the incumbent to exert up to 10 pounds of force occasionally, or a lower amount of force frequently, in order to lift/carry, push/pull or otherwise move objects.  The job involves sitting most of the time, but may involve walking or standing for brief periods of time. MENTAL REQUIREMENTS
This position uses relevant principles and procedures to solve practical problems and to deal with a variety of concrete variables in situation where only limited standardization exists. MINIMUM REQUIREMENTS
Associate’s Degree from a CHEA accredited college or university AND a minimum of three (3) years of professional-level experience in human resources management
OR
Bachelor’s Degree from a CHEA accredited college or university
AND
A minimum of one (1) year professional-level experience in human resources management
OR
960 verifiable hours worked of internship experience in human resources management
 
PREFERRED QUALIFICATIONS
Experience designing, developing, and delivering adult learning programs using a variety of instructional methods.
Knowledge of adult learning principles, learning management systems, and modern training technologies.
Experience conducting training needs assessments and evaluating training effectiveness using metrics and participant feedback.
Experience facilitating presentations and training sessions for diverse audiences and organizational levels.
 
HYBRID WORK ELIGIBILITY
This position is eligible for hybrid work.
