Brief Job DescriptionThe Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services Division (MCS) seeks a highly qualified candidate to fill the position of Training and Development Specialist V in the Electronic Visit Verification (EVV) program.
Under the supervision of the EVV Operations Manager, the Training and Development Specialist V will perform highly advanced consultative and technical work related to EVV policy training for program providers, financial management services agencies, and CDS employers in a dynamic and fast-paced environment. The individual selected for this position will be a self-starter who can complete their assignments with minimal direction.
Work includes researching and interpreting program policies, contracts, procedures, rules, regulations, and guidance necessary for the development and delivery of EVV policy training. The position may assist or lead monthly workgroups with stakeholders (i.e. program providers, Medicaid members, etc.), and will create and lead training presentations. The position may be required to perform in-person presentations on EVV to external stakeholders which may require limited travel.
Essential Job FunctionsDevelopment and Maintenance of Training Materials – Uses Word, PowerPoint, Adobe Acrobat Pro and other software to develop and maintain online and instructor-led curricula in accordance with professional adult learning principles. Training formats include but are not limited to computer-based training courses, live and recorded webinars, instructor-led training presentations, job aids. Writes and develops clear, accurate, and easy to understand training materials that can be used across a wide range of user skill levels. Tests training materials to ensure desired outcome will be achieved. Creates original training materials and learning activities designed to enable participants to attain learning objectives successfully. Tailors training sessions and materials to specific audiences based on the users' needs. Refines training materials based on user feedback and observations. Coordinates reviews of training materials with subject matter experts. Ensures training materials are accessible to people with disabilities in accordance with HHSC accessibility policies. Reviews and approves training material for external contractors. (25%)
Analysis of Program and User Needs – Researches and analyzes EVV processes, policies, system requirements, and other program materials to obtain a full understanding of the program and identify relevant content for inclusion in training materials. Creates and administers training needs assessments and surveys to determine user knowledge base and areas of opportunity. Researches and interprets existing and planned policies, procedures, rules, and regulations to ensure training materials are current and accurate. Solicits user feedback through post-training surveys and direct user interactions. Identifies/defines user groups with unique training needs so training sessions and materials may be tailored accordingly. (25%)
Conduct Training Sessions – Conducts live and recorded EVV training presentations to internal and external stakeholders via online and in-person formats. Plans, coordinates, and delivers EVV training presentations. Prepares and delivers necessary training materials in advance of the presentation. May be required to travel to various locations throughout the state to conduct training. Coordinates the production of online and in-person training events with assistance from other team members ensuring full coverage of necessary support tasks such as note-taking, registration, coordinating Q&A session with subject matter experts, technical assistance (e.g. webinar facilitation, equipment setup for in-person trainings, etc.) and other activities. (15%)
Training Plan Development and Maintenance – Develops and maintains the EVV training plan. Stays informed of program, regulatory, and user population changes and updates training strategy accordingly. Establishes long-term training goals and desired learning outcomes by analyzing user feedback, evaluating program materials (e.g. contract monitoring tools, project plans, and EVV Policies), and consulting with other program areas. Solicits feedback from EVV leadership to align training plan with strategic program goals. (15%)
Administers Learning Management Portal – Maintains up to date EVV training content on the HHS Learning Management Portal per HHSC accessibility policies. Coordinates training schedules and registration for EVV trainings. (10%)
Reporting and Other Duties – Provides written and oral EVV training data reports to management. Performs statistical analysis of training strengths and weaknesses. Analyzes training results based on stakeholder feedback and survey results. Reviews and provides recommendations on current department process and procedures. Works on other projects or duties as assigned. (10%)
Knowledge, Skills and AbilitiesKnowledge of EVV preferred.
Knowledge of Medicaid or other HHSC programs preferred.
Skill in presenting EVV training to stakeholders through an in-person or virtual setting.
Skill in using Microsoft applications, including Outlook, Word, PowerPoint and Excel.
Skill in using Adobe Acrobat Pro.
Excellent verbal and written communication skills.
Skill in using communication and collaboration software such as Teams, Zoom, GoToMeeting, etc.

Initial Screening CriteriaGraduation from an accredited four-year college or university. Education and experience may be substituted on a one-to-one basis.
Experience with the development and creation of training materials.
Experience with delivering training and presentations.
Preferred experience with Medicaid or other healthcare related programs.
Preferred experience in drafting and editing forms, memos, correspondence, and other documents.
