Job Description
The Opportunity
The Training & Instructional Design Specialist 3 is responsible for designing, developing, and delivering high-quality training programs, digital learning solutions, and instructional content that support program stakeholders, including service providers and end users as part of the Ticket Program Manager (project). The TPM project is part of the Social Security Administration’s (SSA) Ticket to Work program, which supports disability beneficiaries as they pursue career development and employment. This role plays a critical function in advancing stakeholder capability through engaging, accessible, and compliant learning experiences, while supporting outreach and digital education initiatives.
The position directly supports program activities related to training development, digital content and website learning materials, and outreach-driven education strategies. This position is contingent upon award of the project to Abt Global.
Core Responsibilities
Instructional Design & Training Development
- Design and develop instructor-led, virtual, and self-paced training programs for internal staff, service providers, and external stakeholders.
- Create comprehensive training curricula, including facilitator guides, participant materials, job aids, and evaluation tools.
- Develop onboarding and activation training packages, including structured “welcome” materials and step-by-step guidance for program participation.
- Apply adult learning principles and evidence-based instructional design methodologies to ensure effective knowledge transfer and engagement.
- Coordinate and support delivery of webinars, workshops, and ongoing training sessions (e.g., quarterly stakeholder trainings and specialized sessions).
- Evaluate training effectiveness using data, feedback, and performance metrics; refine content and delivery approaches accordingly.
Digital Learning & Website Content Development
- Develop engaging, user-centered digital learning content for program websites, including training modules, FAQs, and educational resources.
- Translate complex program policies and procedures into clear, accessible instructional materials for diverse audiences.
- Ensure all training and digital content complies with Section 508 accessibility standards and federal usability requirements.
- Collaborate with technical and communications teams to integrate learning content into web platforms and digital ecosystems.
Outreach-Oriented Education & Content Strategy
- Support outreach initiatives by developing educational content aligned with marketing and awareness campaigns (e.g., webinars, blogs, videos, and social media learning content).
- Contribute to development of educational messaging that promotes program participation and stakeholder engagement.
- Design content that drives user action (e.g., training participation, program enrollment, or service utilization).
- Collaborate with outreach and analytics teams to align training content with audience targeting and engagement strategies.
Content Governance, Quality & Compliance
- Ensure all instructional materials are accurate, consistent, and aligned with program policies and federal guidelines.
- Incorporate stakeholder and client feedback into continuous improvement of training products.
- Maintain version control and documentation of all learning materials and training assets.
- Support audits, reporting, and documentation of training activities and outcomes.
What We Value
- Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience
- Degree in Instructional Design, Education, Human Resources, or related field strongly preferred.
- Minimum 2 years of experience in instructional design, training development, or adult learning.
- Demonstrated experience developing training for diverse audiences (e.g., service providers, external stakeholders).
- Proficiency with eLearning authoring tools (e.g., Articulate, Captivate) and LMS platforms.
- Experience designing accessible (Section 508-compliant) digital learning content.
- Position will require the ability to obtain Level 5 suitability screening (Public Trust Position Positions) with SSA (including fingerprinting).

- This position offers an anticipated annual base salary range of approximately$68,000 to $98,000.Salary offers are made based on internal equity and market analysis.
