Summary of position:
The Training Manager leads the planning, development, implementation, and evaluation of all training activities conducted under the Nutrition Navigators Technical Assistance Contract. The position ensures that Nutrition Navigator Direct Service Organizations, community-based organizations, local Departments of Social Services (DSS), and other community partners receive high-quality, consistent, and timely training that supports effective SNAP outreach, enrollment assistance, and participant service delivery.
Reporting to the Chief Operations Officer, the Training Manager supervises the Training Specialist and is responsible for developing a comprehensive statewide training program that incorporates live virtual instruction, in-person workshops, and self-paced learning resources for all federally funded nutrition programs, civil rights training, and ongoing professional development opportunities.
The Training Manager collaborates closely with the Chief Program Officer, Director of Operations, Director of Public Affairs, Director of Communications, OTDA staff, and community partners to ensure training activities support contract deliverables, reflect current SNAP policy, and respond to the evolving needs of Nutrition Navigator organizations.

Responsibilities of the position include:
- Lead the design, implementation, and continuous improvement of the statewide training program for the Nutrition Navigators Technical Assistance Contract.
- Develop an annual training calendar aligned with contract requirements and organizational priorities.
- Ensure all training activities support consistent, high-quality SNAP outreach and enrollment assistance across New York State.
- Establish standards for curriculum development, instructional quality, participant engagement, and learning outcomes.
- Evaluate training effectiveness and implement improvements based on participant feedback and performance data, develop and maintain training curricula for Nutrition Navigator organizations and community partners.
- Create instructor guides, participant manuals, webinars, videos, job aids, reference materials, and online learning modules, working in close collaboration with the communications department.
- Update training content to reflect changes in SNAP regulations, OTDA guidance, program procedures, and best practices.
- Ensure all training materials are accessible, culturally responsive, and appropriate for adult learners.
- Deliver training for Nutrition Navigator Direct Service Organizations, community-based organizations, Local Departments of Social Services (DSS), food pantries and emergency food providers, community action agencies, senior and veteran’s service providers, housing organizations, and other community partners to enhance the Nutrition Navigators initiative.
- Training responsibilities include new partner onboarding, refresher training, policy update sessions, train-the-trainer programs, conference presentations, and peer learning communities to support SNAP and all other federally funded nutrition programs. Travel throughout New York State is required to conduct on-site training and represent Hunger Solutions New York at partner meetings and events, providing coaching, mentoring, and performance management.
- Supervision of the Training Specialist, including assigning training projects and responsibilities, reviewing curriculum and instructional materials, supporting professional development, and ensuring high-quality facilitation and customer service.
- Work with the Nutrition Data Manager to monitor training participation and completion, analyze participant evaluations and learning outcomes, track improvements in partner knowledge and organizational capacity, and identify emerging training needs. Recommend improvements to curriculum and delivery methods.
Qualifications:
Candidates should possess the following qualifications:
- Bachelor’s degree in Education, Adult Learning, Public Administration, Public Health, Social Work, Human Services, Nonprofit Management, or a related field.
- Minimum of five years of experience designing and delivering professional training programs and a minimum of three years of supervisory experience.
- Experience developing curriculum and adult learning materials.
- Experience facilitating both virtual and in-person training.
- Strong knowledge of SNAP, public benefits, human services, and community-based programs.
- Excellent presentation and facilitation skills.
- Proficiency with Microsoft Office, virtual meeting platforms, and learning management systems.
- Knowledge of New York State OTDA policies and SNAP administration.
- Experience with instructional design software and e-learning development.
- Familiarity with online education platforms.
- Ability to communicate technical information to non-technical audiences.
- The Training Manager must reside in the state of New York and be able to commute to and work in office 2-3 days per week.

Compensation and benefits:
Hunger Solutions New York is committed to its employees and thusly provides a competitive compensation package. Salary is commensurate with experience, but is expected to be $60K – $80K annually. Hunger Solutions New York offers fully paid benefit premiums including health, dental, life, short- and long-term disability, and a retirement plan that offers a 6% match (different vesting periods apply to each benefit and will be discussed as part of the interview process). A Health Reimbursement Account (HRA) may be available depending upon the health insurance package chosen. Additionally, Hunger Solutions New York offers a generous amount of time off to each employee
