Position Overview 
We are seeking an experienced Training Development Project Manager to lead the planning, design, and delivery of a complete training system in support of a Foreign Military Sales (FMS) program. This role will focus on managing the development of Training Support Packages (TSPs), Programs of Instruction (POIs), and courseware for operator and maintainer training under the Poland FMS ASRR Aerostat program. 

As the primary project lead, you’ll coordinate cross-functional teams of instructional designers, subject matter experts (SMEs), and technical writers—delivering high-quality training products aligned with U.S. Army TRADOC standards and manages a distributed training team delivering both CONUS and OCONUS instruction. The ideal candidate will bring strong project management skills, deep knowledge of military training doctrine, and experience supporting Foreign Military Sales (FMS) programs. The position is remote with some travel required for integration meetings, stakeholder coordination, and training delivery events 

Key Responsibilities 
  • Manage the development and delivery of Training Support Packages (TSPs), Programs of Instruction (POIs), lesson plans, instructor guides, and student materials
  • Ensure training content aligns with TRADOC Pamphlet 350-70-14 and other DoD instructional standards
  • Lead a team of trainers, developers, and SMEs to meet contractual training deliverables
  • Oversee integration of multimedia content, technical illustrations, and interactive training elements
  • Coordinate with government stakeholders, Field Service Representatives (FSRs), and international partners to ensure training effectiveness and accuracy
  • Manage training schedules, milestone tracking, risk assessments, and reporting in accordance with contract requirements
  • Support development of documentation aligned with CDRLs and the Quality Assurance Surveillance Plan (QASP)
 
Required Qualifications 
  • Bachelor’s degree in Instructional Design, Education, Training Management, or related field experience
  • 7+ years of experience in military courseware development or instructional systems design or equivalent
  • Demonstrated knowledge of TRADOC training development processes and tools
  • Proficiency in development aspects of Office 365, Adobe Creative tools, and learning content management systems
  • Oversee development of e-learning training modules and interactive presentations using Adobe Captivate to support hybrid delivery strategies
  • Strong leadership, organizational, and communication skills in cross-functional environments
 
Preferred Qualifications 
  • Experience managing training programs for FMS or international military customers
  • Familiarity with S1000D, IETMs, or MIL-STD-40051 documentation practices
  • PMP certification, formal project management training, or equivalent industry experience
  • Experience supporting Aerostat, C5ISR, or similar defense systems
  • Polish language proficiency or prior experience working with international military audiences
 
Other Requirements 
  • Willingness to travel as required to support training events, reviews, or field validation
  • Ability to work independently and manage remote teams under tight deadlines
