About the Unit:
The Division of Economic and Workforce Support (DEWS)is responsible for ongoing implementation of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Aid to the Blind, AND/AB Supplemental Security Income, and Colorado Supplement), the Colorado Works Programs, Employment and Workforce Development Services and the Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T). Adult Financial Assistance programs provide a safety net for elderly and disabled indigent adults. Colorado’s TANF Program is known as Colorado Works and is designed to assist participants to terminate their dependence on government benefits by promoting job preparation, work and marriage and to develop strategies and policies that focus on ensuring that participants are in work activities as soon as possible. The Colorado Works program, in its design, also promotes investment into capacity building and prevention work to strengthen families, providing for positive youth development and healthy relationships. The program provides access to and support in a variety of activities, including education, job preparation, vocational training, internships and community service. The Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps) provides federal resources to states for the implementation of employment and training programs that help SNAP recipients gain or improve in employment, to reduce dependency on SNAP, known as the SNAP E&T program.
The benefit programs operate in all counties in Colorado and are administered locally by the county departments of human/social services. The SNAP E&T program is operated in 25 counties. The Division supervises county departments of human/social services in the administration of these programs and is responsible for assuring that all counties are complying with the terms of their county policies and that they follow all federal and state statutes and regulations. Division staff write policies and rules; train county staff on policies and procedures and effective case management skills; provide technical assistance to counties on systems issues and ongoing implementation; work with the General Assembly on legislative and fiscal initiatives affecting the counties operation of the programs; report to federal government on implementation of federal programs; monitor county performance in their implementation of the programs; and allocate federal block grant funds to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government on issues regarding welfare reform and disabled individuals receiving Social Security Insurance (SSI). The Division also works closely with other Divisions and Offices within the Department, other state agencies, the General Assembly, the Governor’s Office and client advocacy organizations in the implementation of welfare reform.
Description of Job
This position is hybrid with at least two (2) days are required and as determined by business need at the office.
The role may involve travel within the state for meetings and community engagement activities.
Summary of the position:
This position exists to ensure training is designed, developed, and delivered to case management agencies in the Adult Financial, Colorado Works, and DEWS Employment and Training programs, which are supervised and administered by DEWS. This position is responsible for contributing to the design, development, and administration of Case Management training across the State, including making necessary updates to materials.
This position provides DEWS staff, Colorado counties, and partners with innovative training options, including virtual and in-person 1:1 over-the-shoulder training. This position assists with the duties and activities of DEWS Workforce Development training and DEWS internal training needs, including: 1) Training design, development and delivery to assure that DEWS staff, counties and partner agencies are complying with federal regulations, state statute, CDHS State Board rules and regulations, county policies and behaviors that workers are to exhibit; 2) troubleshooting and modification to the content of all DEWS training curricula (that is not overseen/developed by the Staff Development Division “SDD”) ; 3) Design, develop and deliver training curriculum and material that includes but is not limited to Colorado Benefits Management System (CBMS) technical desk aids, Workforce Development training content, customer service skills, cultural competency and sensitivity, burnout prevention, emotional resilience and motivational interviewing 4) evaluates and monitors the effectiveness of training approaches and identifies avenues to improve practices of the counties; 5) provision of curriculum design and development, including the usage of approved software required for content design and development.
This position addresses the need to consistently provide Workforce Development training to a large number of County workers statewide, as well as create a variety of training materials, instructional manuals, and guides for internal and external stakeholders.
Primary Job Duties:
Design, Training Development, Administration, and Delivery - In collaboration with the ICM Training Team staff, this position is relied upon to design, develop, administer, and deliver training for staff who supervise, administer, and ensure the appropriateness of benefits and services for Adult Financial, Colorado Works, and DEWS’ Employment and Training programs. Responsibilities include:
- Develop and deliver training curriculum and materials that include, but are not limited to, training for DEWS staff as needed; CBMS technical training; desk aids and demonstration videos; customer service skills; cultural competency and sensitivity; burnout prevention; emotional resilience; and motivational interviewing.
- Utilizes approved software to design monthly DEWS newsletters, training content, marketing materials, and other training resources for delivery to counties and agencies partnered with the Division of Economic and Workforce Support.
- Serving as an expert in accessibility requirements to ensure that all training content meets accessibility requirements in collaboration with the ICM Training Team staff.
- Supporting the process for monitoring, evaluating, communicating, attending, and completing all DEWS training.
- Support tracking and Learning Management System work for developing DEWS training courses.
- Development of CBMS technical training and other training needs.
- Providing over-the-shoulder training and technical assistance, including system data entry, policy implementation, and operationalization of program requirements, independently and in collaboration with various DEWS teams and staff.
- Providing support with curriculum development and guidance/support in the development of training.
- In collaboration with the ICM Training Team, identify effective SMART goals and outcomes for counties, DEWS staff, and partners seeking training support or recommendations.
- Providing 1:1 training and support to counties and partners in all areas of case management.
- Monthly delivery of various Workforce Development Training, including technical and soft skill Case Management Training and Case Management Leadership Training.
- Provide hybrid individualized coaching and training by partnering with counties to address training needs, strategic planning, follow-up, peer consultations, and recommending efficiency in the most appropriate training curriculum and delivery modalities.
- Participates in the design, development, and delivery of training that translates policies, rules, and procedure interpretation into practice for end users.
- Ensures policies and rules are correctly reflected within the training and policy guidance tools/desk aids.
- Coordinates and leads workgroups with other divisions and sections within DEWS to develop and implement training objectives and formulate short- and long-term strategies that encourage, promote, and support vulnerable families.
- Collaborates with and provides direction to other divisions, departments, county departments, county partners, and advocates around training development and delivery as needed.
- Coordinates and leads workgroups with other division sections to develop and implement training objectives and formulate short- and long-term strategies that encourage, promote, and incentivize work for low-income families.
- Responds and/or coordinates responses to training requests.
- Responds and/or coordinates responses to complex county training and technical assistance necessary for the implementation of the regulation into practice.
- Utilizes information gained from county site visits, management evaluations, targeted county monitoring, and reviews of county work processes to make recommendations for training for maximum program efficiency.
Training and Accessibility Coordination -
- Coordinates training development with ICM Training Team staff, DEWS program staff, and the Staff Development Division for seamless delivery to county and contract partners.
- Is a point of contact with the Staff Development Division and coordinates training needs that need to be developed with that Division related to CBMS and systems changes.
- Works closely with the Office of Economic Security Communications Team to ensure accessibility requirements for DEWS training and training documents are met.
- Maintain up-to-date knowledge of department and statewide branding guidelines.

- Participates and assists with project facilitation roles and responsibilities related to training and CBMS projects, including system changes required by changes in rules and/or policy.

- Supports the ICM Training Team staff in gathering meaningful feedback on the development and administration of training to assess and evaluate curriculum effectiveness.
- In collaboration with the section Trainer IVs and supervisor, helps facilitate, organize, and make evaluations and assessments accessible to the ICM Training Team, enhancing data management and reporting efficiency.
- Coordinates the revision of training documents and methodologies in accordance with assessed training needs and desires from internal and external stakeholders.
- Coordinates, leads, and provides technical assistance through virtual and on-site visits, including over-the-shoulder support and troubleshooting training development activities for state and county staff as needed.
- Provide individualized consultations and coaching by partnering with counties to address needs, conducting needs assessments, strategic planning, follow-up, and peer consultations, and recommending efficiency in the most appropriate training curriculum and delivery modalities.

- Redesigns and creates core training across multiple programs, often using data to inform the decisions.

MINIMUM QUALIFICATIONS:
Experience Only:
Six (6) years of relevant experience with demonstrated expertise in the use of Human Services Management Systems, such as CBMS, or in instructional design and delivery. Proven experience designing, developing, and delivering training curricula for human services case management and/or Human Services practices and policies, to include 2+ years of experience as a case manager of Workforce Support Programs or 2+ years of training or instructional design experience
- OR -
Education and Experience:
A combination of related education such as degree in Instructional Design, Communications, Education, Human Services, or a related field and/or relevant experience, with demonstrated expertise in utilizing the Colorado Benefits Management System, and curriculum. Proven experience designing, developing, and delivering training curricula for human services case management and/or CBMS practices and policies, to include 2+ years of experience as a case manager of Workforce Support Programs or 2+ years of training or instructional design experience. Equal to six (6) years.
Preferred Qualifications:
- Relevant years of State service contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency
- 2+ years of experience as a case manager of Workforce Support Programs or 2+ years of training or instructional design experience.
- Demonstrated experience and expertise in utilizing the Colorado Benefits Management System.
- Curriculum Development Experience: Proven experience designing, developing, and delivering training curricula for human services case management and/or CBMS practices and policies.
- Ability to lead and collaborate with cross-functional teams, such as the CBMS team, counties, and other DEWS sections, to create and implement projects based on system builds and enhancements.
- Training Delivery Skills: Strong background in delivering training to diverse groups, including experience with various training methodologies and tools.
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to convey complex information clearly and effectively to diverse audiences.
- Technical Proficiency: Using training software, learning management systems, and other technology tools to enhance training delivery and participant engagement.
- Collaboration and Teamwork: Proven ability to work collaboratively with various stakeholders, including county case managers and CBMS team members, to ensure alignment of training goals and objectives.
- Demonstrated success in leading a major public policy change.
- COWINS Partnership Agreement: Relevant years of State service, prorated for part-time, that contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency should be considered as a preferred qualification and given weight under the process.
