Job Description Summary

Organization's Summary Statement:

This position administers and continually advances institutional compliance with federally mandated employment authorization and onboarding requirements, immigration requirements, and state-required financial disclosure, for which errors may expose the university to civil penalties, loss of federal funding eligibility, audit findings, or reputational risk. 

EXAMPLES OF WORK: 
Serves as the central subject matter expert and manages the I-9 and E-Verify compliance program.
Responsibility for the administration of the background check program. 
Responsibility for the campus-wide financial disclosure program as required by the Maryland State Ethics Commission.
Responds to inquiries related to sexual misconduct and child abuse regarding former employees within the time frames allotted by law.

Minimum Qualifications

Education: Bachelor's degree from an accredited college or university.

Experience: Three (3) years of professional human resources experience in the areas of human resources compliance, human resources operations, or employment eligibility verification.

Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of federal and state employment eligibility and compliance regulations, including I-9 requirements, E-Verify processes, and USCIS documentation standards.
Knowledge of Equal Employment Opportunity (EEO) principles, affirmative action compliance requirements, and related federal hiring guidelines in a higher education setting.
Knowledge of background check adjudication standards, regulatory constraints (EEOC guidance), and confidentiality requirements related to employment screening.
Skill in interpreting and applying complex employment compliance regulations to HR operational processes and resolving system-related issues (e.g., I-9/E-Verify cases).
Skill in conducting compliance audits, analyzing HR data, and identifying risks, gaps, and corrective actions in employment eligibility and hiring processes.
Skill in communicating technical regulatory information clearly and effectively to campus stakeholders and HR partners with varying levels of expertise.
Ability to independently research, interpret, and apply federal and state regulatory guidance to ensure institutional compliance with employment laws.
Ability to exercise sound judgment and discretion in adjudicating background checks and handling sensitive employee and compliance-related information.
Ability to identify compliance risks and recommend process improvements while maintaining accuracy, confidentiality, and adherence to strict regulatory timelines.
